This vacancy is only available for applications from existing Internal Plymouth City Council employees and Agency Workers who are in an active placement and have 12 weeks continuous service within the Growth directorate. Applications submitted by External candidates who do not meet this criteria will not be considered and will be rejected.

Opportunity to lead one of the highest profile and highest priority projects in Plymouth, the City Living Framework and City Centre Masterplan. Commissioned with financial support from Homes England and MHCLG, the project will pave the way for transformation of the city centre and delivery of 10,000 new homes. With an expert consultant team already appointed, you will take a lead client role for the project. Working with partners and a small internal team, you will ensure that the project is successfully navigated through the key stages, from completion of baseline stage through co-design with members, stakeholders and communities, to preparation of high-quality reports, plans, drawings and 3d models, to adoption. You will ensure that the project has robust governance and is delivered to the agreed quality, programme and budget.

In addition, you will act as programme manager for the joint work programme between Homes England and the City Council, co-ordinating multiple regeneration schemes (including City Living) to ensure proper co-ordination through a shared programme. You will be responsible for the establishment and operation of the City Centre governance and strategic boards, provide strategic advice on city centre matters, secure and manage grant funding, and lead on delivery of new city centre regeneration and delivery initiatives.

In this role you will report directly to the Service Director for SP&I and become an interim member of the SP&I Management Team. However, you will work closely with the Strategic Director and Growth DMT, in particular the Service Directors for Economic Development and Team Plymouth.
