Communications and Engagement Manager (Volunteer Programme) Location: Wembley Stadium, London Contract: Fixed-term | October 2026 – Summer 2028

About UK & Ireland 2028 Limited UK & Ireland 2028 Limited is the local organising committee responsible for delivering UEFA EURO 2028 across the UK & Ireland. We work on behalf of the five Football Associations and in partnership with governments, host cities, stadiums and delivery partners to plan and deliver the tournament safely, inclusively and to world-class standards.

About UEFA EURO 2028 UEFA EURO is one of the world’s largest sporting events. In 2028, it will be hosted across multiple cities in the UK & Ireland, requiring large-scale coordination across transport, infrastructure, stadiums and public services. UEFA owns the tournament and sets requirements; UK & Ireland 2028 Limited is responsible for delivering it locally.

The Role The UEFA EURO 2028 volunteer programme will bring together thousands of people across eight Host Cities and four Nations, creating a shared experience that goes far beyond football. The volunteer programme sits at the heart of this major sporting event and will play a central role in welcoming the world, supporting match and non-match operations and creating a positive experience for teams, fans and local communities.

As Communications and Engagement Manager, you will use powerful storytelling, creative campaigns and meaningful engagement to connect with volunteers at scale sparking excitement, building pride and motivating people to be part of an incredible opportunity.

From application to the final whistle, your work will shape the volunteer experience and help create a volunteer team that truly reflects the diversity, energy and spirit of the tournament. This role is about building a movement of people who will represent their community before, during and after EURO 2028.

What you’ll be doing Develop and deliver a communications and engagement strategy to attract and retain volunteers from targeted demographic groups (e.g. young people, local communities). Manage the contract and day to day relationship with the promotional agency, providing clear briefs, monitoring delivery against timelines and ensuring all campaigns are executed on schedule and to agreed standards. Use data and audience insights to tailor messaging that resonates with different motivations for volunteering. Ensure communications are inclusive, accessible and reflective of the diversity of the volunteer workforce. Support the full volunteer journey from attraction, recruitment and training to tournament time engagement and post event recognition. Develop storytelling campaigns that highlight volunteer experiences, build excitement and reinforce the event’s values. Manage content calendars aligned with key volunteer milestones such as application launch, training, event delivery and celebration. Manage volunteer facing digital platforms (e.g. volunteer management systems, email platforms, social media channels, event apps). Develop and approve content that recognises volunteer contributions, enhances the volunteer experience and ensures alignment with volunteer and tournament branding guidelines. Contribute to volunteer recognition and legacy storytelling post-event. Collaborate with UEFA, UKI, Host Cities and other partners to align communications to other event milestones.

What we’re looking for Essential experience and skills: Experience in communications, engagement or digital marketing, ideally within events, sport, or volunteer programmes. Strong project management skills, with the ability to manage multiple campaigns and deadlines. Experience using analytics tools to measure and improve engagement.

Location & Working Pattern Based at Wembley Stadium, with travel across the UK & Ireland as required. 2026: 3 days/week onsite 2027: 3–4 days/week onsite 2028: Full-time onsite during tournament delivery
