Job Description

Digital Inclusion Officer | Information Development Team | Salary £32,061 – £36,363 per annum| 37 Hours Per Week | Full Time, Temporary until 31 March 2029 | Preston

Are you passionate about digital inclusion and helping people gain the skills and confidence they need to thrive in a digital world?

Lancashire County Council’s Cultural Services are looking for a motivated and collaborative Digital Inclusion Officer to join the Information Development Team. This is a key role in delivering our countywide digital inclusion ambition, using libraries and other cultural venues as trusted community hubs to support residents—particularly those most at risk of digital exclusion.

This post is funded as part of a three‑year Digital Inclusion programme, focused on strengthening community resilience, improving access to digital services, and supporting health, wellbeing and employability through digital skills.

What you'll be doing:

As Digital Inclusion Officer, you will:

Coordinate and support the delivery of digital inclusion activities across Lancashire libraries and community settings. Provide practical digital skills support to residents, helping them access devices, online services and trusted information. Develop the capacity of library staff and volunteers through training, guidance and informal mentoring. Support and coordinate Digital Champion volunteers, ensuring they are well trained and supported. Build strong partnerships with community organisations, council services and specialist digital inclusion partners. Contribute to outreach, marketing and awareness activity to reach digitally excluded residents. Collect data, feedback and case studies to help monitor impact and improve services. Play a key role in delivering the Libraries Connected Digital and Information Universal Library Offers.

You will be based at County Hall with the ability to work remotely, and there will be an expectation that you will travel to Cultural Service venues across Lancashire as required.

This post is fixed term for 3 years, ending on 31 March 2029.

Our ideal applicant:

You will bring:

Experience of planning, delivering and evaluating digital inclusion, digital skills or community‑focused activity. Strong practical digital skills and confidence supporting others with varying levels of ability. Experience of delivering training, workshops or structured learning. An understanding of digital exclusion barriers and the needs of people who lack digital access, skills or confidence. Excellent communication and interpersonal skills, with a collaborative and supportive approach. The ability to work flexibly across multiple sites and with a wide range of partners.

A relevant digital skills qualification is desirable, but equivalent experience is equally welcome.

How to apply:

Applications must be submitted online via the Lancashire County Council website. Please attach a supporting statement of no more than 3 A4 sides in 12pt font.

If you have any queries about the role, please contact: CS.businesssupport@lancashire.gov.uk

Before submitting your application, please make sure you have given good examples of how you meet the criteria detailed on the job description and person specification (see attached at the bottom of the advert).
