Learning & Development Manager Blackburn, Lancashire £45,000 – £55,000 (depending on experience) Full-time | Permanent
About the opportunity We are seeking an experienced Learning & Development Manager to take full ownership of a growing organisation’s internal learning and development function. This is a fantastic opportunity for someone who enjoys building, shaping, and embedding L&D strategy, rather than simply delivering training. You will play a key role in developing capability across the business, ensuring employees have the skills, confidence, and knowledge to deliver high-quality outcomes in a regulated professional environment.
Key responsibilities Lead and develop the organisation’s L&D strategy and learning framework Design and deliver structured onboarding, leadership, and compliance training programmes Build competency frameworks and clear development pathways across the business Work closely with senior leaders to identify skills gaps and design targeted interventions Embed regulatory and compliance training across the organisation Maintain training records, reporting, and audit readiness requirements Measure and report on training effectiveness and impact Support managers in developing coaching and performance conversations Drive a culture of continuous learning and development
About you We are looking for someone who is: Experienced in a Learning & Development role within a regulated environment (legal, financial services, insurance, claims, public sector, or similar) Confident designing and delivering structured training programmes end-to-end Able to influence and partner with senior stakeholders Strong in translating complex or regulatory content into engaging learning Highly organised with experience managing multiple priorities independently CIPD Level 5 (or equivalent) desirable
