Community Resilience Welfare Officer – Grade 5 – £35,520 – £38,739pa - Fixed Term Contract to end of June 2028

We are looking for a proactive, compassionate and organised Community Resilience Welfare Officer to provide practical, person-centred support to families and residents in Havering.
Role Overview
The Community Resilience Welfare Officer provides practical, preventative and person-centred welfare support to families in Havering. The role helps residents access the key services required to establish independent lives, including housing advice, benefits, education, health services, English language support and wider community integration. The post holder will work closely with internal Council services, voluntary sector partners, sponsors, landlords and community organisations to prevent homelessness, support safe accommodation arrangements and promote successful resettlement outcomes.
Skills and Attributes
The role requires strong communication, organisation and casework skills, with the ability to respond sensitively and confidently to residents with a range of needs. The successful candidate will be able to manage competing priorities, maintain accurate records, use case management and Microsoft systems effectively, and work independently while contributing positively to a wider team. They will demonstrate resilience, sound judgement, cultural awareness, confidentiality, problem-solving ability and a commitment to delivering high-quality customer service.

What We Are Looking For
We are looking for a proactive, compassionate and reliable individual who can provide clear advice, practical support and effective follow-up for newly settled residents and sponsors. The post holder should be confident working in a front-facing service, able to build trust with people from diverse backgrounds, and capable of liaising constructively with partners to resolve issues. We are particularly seeking someone who can balance immediate welfare needs with longer-term resettlement outcomes, contribute to service improvement and uphold the Council’s standards for fairness, safeguarding, equality and resident-focused support.
Qualifications and Experience
Candidates should be numerate and literate, with relevant experience in a customer-focused, and community support. Experience of supporting vulnerable residents, managing caseloads, working with partner agencies and using IT systems to record and monitor activity is desirable.
