Criminal Courts and Victims Directorate
The Ministry of Justice Criminal Courts and Victims Directorate is recruiting for a temporary maternity cover of 12 months, for a Grade 6 Head of Victims Funding Policy and Strategy.
This role is available on Detached Duty for Ministry of Justice staff or Loan terms for staff in HMPPS or other government departments.
Location
- 102 Petty France, London
- 5 Wellington Place, Leeds
Occasional travel between the two locations may be required. We offer a hybrid working model, allowing for a balance between remote work and time spent in your base location.

The Work of Victims and Witnesses Commissioning and Implementation Unit
The Criminal Courts and Victims Directorate (CCVD) sits at the heart of MoJ’s policy agenda, working to reform complex systems that deal with some of the most vulnerable members of our society. The Victim and Witness Commissioning and Implementation Unit focuses on systemic, multi-agency reform work to improve support and outcomes for victims and witnesses, to help them cope and recover from the impacts of crime and enable better justice outcomes.
Head of Victims Funding Projects and Remote Services - the role
This is a pivotal role responsible for setting and delivering against MoJ and cross-government funding and commissioning strategies, including ensuring they are embedded in the Government’s Violence against Women and Girls (VAWG) strategy. You will work alongside the Deputy Director and one other G6 to deliver transformative services for victims of crime at their point of need.
Key Responsibilities
- Overseeing the Victims and Witnesses £180m budget
- Delivery of the unit’s reform programme to transform the victims commissioning and funding landscape
- Oversight of income generated from the Victim Surcharge and income related to the Prisoner Earnings Act (PEA)
- Leading the unit’s shift to a more evidence-driven approach to funding
- Leading the MoJ’s victims response to major criminal incidents
- Coordinating cross-cutting or strategic briefings and correspondence
- Oversight of three national grants – the National Sexual Abuse Support Line, the Live Chat service and the newly established Progression Model Helpline
- Line managing four Grade 7s and a wider team of SEOs and HEOs

Skills and Experience
Essential:
- Experience of strategic thinking, ideally in a cross-Government setting
- Policy experience, and evidence of using sound judgement in policy situations
- Excellent leadership skills to direct and support your team to deliver high-quality work
- Strong inter-personal and communication skills to work effectively with internal and external stakeholders
- Confidence in understanding financial information and quantitative and qualitative data and analysis
Desirable:
- Experience of running competitions for grants or contracts
