Position Description

The Senior Division Business Analyst serves as a strategic business advisor and liaison to Division leadership, integrating technical, operational, and business information to support R&D investment and management decisions. The Analyst translates technical objectives into actionable, data-driven business plans and leads analysis of organizational processes, resources, priorities, and workflow.

Responsibilities and/or Success Factors

  • Liaise between Division leadership and cross-functional technical and business teams.
  • Develop and support business strategies designed to improve operational efficiency and mission execution.
  • Translate complex technical visions and R&D priorities into actionable business plans.
  • Perform cost-benefit analyses supporting R&D investments, resource allocation, and project prioritization.
  • Lead stakeholder requirements-gathering activities involving scientific and engineering organizations.
  • Document and analyze business, functional, and technical requirements.
  • Assess workflows, products, and processes to identify inefficiencies, risks, and improvement opportunities.
  • Develop recommended process improvements and support implementation.
  • Coordinate leadership engagements and events supporting R&D investment and prioritization decisions.
  • Manage Division workflow processes and oversee receipt, dissemination, tracking, suspense management, and closure of taskers.
  • Coordinate with leadership to establish OPR and OCR responsibilities.
  • Provide senior-level analytical and organizational support across multiple simultaneous Division priorities.

Minimum Qualifications Including Certificates

  • Active Top Secret Clearance
  • 7-10 years' Experience
  • Advanced business analysis, strategic planning, operations, or R&D/program-management experience.
  • Demonstrated ability to support senior leadership decision-making.
  • Strong cost-benefit, requirements, process, and workflow analysis capabilities.
  • Excellent facilitation, analytical, written, and oral communication skills.
  • Ability to independently lead complex analytical efforts involving technical and non-technical stakeholders.
