Position Description

The Journeyman Financial Operations Specialist provides financial and budget management support throughout the Sensors Directorate. The position performs budget analysis, funds management, forecasting, financial reporting, data reconciliation, and program financial support across the Planning, Programming, Budgeting and Execution process.

Responsibilities and/or Success Factors

  • Review budget estimates for completeness, accuracy, and compliance with applicable procedures.
  • Analyze budgeting and accounting reports.
  • Support budget preparation and management throughout the PPBE process.
  • Review obligations, expenditures, reimbursable orders, and allotment requests against approved financial plans.
  • Conduct budget and financial analyses and obligation/expenditure forecasting.
  • Track funds status and support funds control activities.
  • Prepare financial reports covering funding status and availability.
  • Support financial data entry and analysis using AFRL systems, including EBS and CCaRS.
  • Assist with cost estimates, schedules, financial programming, and related financial documentation.
  • Support purchase requests and funding-transfer documents.
  • Utilize applicable Directorate financial applications and maintain accurate program financial data.
  • Apply Government fiscal policies, procedures, regulations, and financial-management criteria.

Minimum Qualifications Including Certificates

  • Active Top Secret Clearance
  • 3-7 years' Experience
  • Experience in DoD/Air Force financial management, budgeting, accounting, or program financial analysis.
  • Working knowledge of PPBE, funds management, obligation/expenditure forecasting, and financial reporting.
  • Familiarity with financial systems such as EBS and CCaRS; experience with other PWS-identified tools is desirable.
  • Strong Excel/data-analysis and financial-reporting capabilities.
  • Ability to independently perform recurring financial analyses and identify discrepancies requiring corrective action.
