Job Description
Transport Scotland’s Infrastructure Projects Directorate is responsible for the design, assessment, promotion, procurement, and construction of major transport infrastructure projects. These include the current Scottish Motorway and Trunk Road Programme (including the A9 Dualling Perth to Inverness, A83 Rest and Be Thankful, and A96 Dualling). We also have new projects emerging from the second Strategic Transport Projects Review (STPR2) [https://www.transport.gov.scot/our-approach/strategy/strategic-transport-projects-review-2/]. The Directorate also leads and advises on procurement and contract management matters for Transport Scotland.
The post will be within the A9 Dualling Team, the Programme for which is progressing at pace with construction underway to dual the sections between Tomatin and Moy, and between Tay Crossing and Ballinluig. Procurement for the A9 Dualling: Pitlochry to Killiecrankie is also currently underway and is expected to be awarded later this year. We are also delivering a wide range of advance works packages to help de-risk our programme. It is an exciting time for the team as we deliver the Scottish Government’s A9 Dualling Delivery plan to complete the A9 Dualling between Perth and Inverness by 2035.
The post holder will report to the C1 A9 Dualling Programme Governance Manager and will play an important role in maintaining programme governance arrangements, coordinating reporting cycles, managing actions and decisions, and providing professional secretariat support to the Senior A9 Dualling Programme management team. The A9 Dualling team consists of a range of engineers supported by governance and communications staff together with a specialist administration team with access to technical advisors across all projects under the Programme.
Whilst this post is for a role within the A9 Dualling Delivery Team mentioned above, flexibility may be required to work across the Directorate as priorities and projects dictate.
Responsibilities
- Providing comprehensive secretariat support to programme boards, steering groups, and working groups.
- Coordinating meeting schedules, preparing agendas, collating papers, and distributing documentation within agreed timescales.
- Attending meetings and producing accurate, concise minutes and records of decisions.
- Maintaining action, decision, and risk logs, ensuring timely follow-up with responsible officers.
- Supporting the preparation of governance reports, dashboards, and briefing material.
- Managing document control processes and maintaining programme records in accordance with information management requirements.
- Liaising with internal and external stakeholders to coordinate information and actions.
- Supporting the continuous improvement of governance and reporting processes.
- Providing administrative support to the wider programme team as required.

Experience
- Experience providing secretariat, governance, or administrative support within a professional environment with good organisational skills and the ability to prioritise work, and work efficiently, to meet deadlines.
- Excellent written communication skills, including minute-taking and report preparation, with Proficiency in Microsoft 365 applications, including Outlook, Word, Excel, Teams, and SharePoint.
- Experience of working effectively with a range of stakeholders including senior managers.

Working pattern
Our standard hours are 35 hours per week, and we offer a range of flexible working options depending on the needs of the role.
Transport Scotland staff in hybrid-compatible roles should aim to work in-person 40% of the time, either in an office or other agreed work location.
Security checks
Successful candidates must complete the Baseline Personnel Security Standard (BPSS), before they can be appointed. BPSS is comprised of four main pre-employment checks – Identity, Right to work, Employment History, and a Criminal Record check (unspent convictions).
