Hays is delighted to be partnering exclusively with Moray Council to recruit an Accountant into their Financial Services team. This is an excellent opportunity for a qualified accountant who is looking to make a meaningful impact within a progressive local authority while developing strong business partnering relationships across a diverse range of services. Based within the Accountancy section, this role offers the opportunity to support key financial decision-making, influence service delivery and contribute to the effective management of public finances across the Council.
Your new role
As Accountant, you will be responsible for delivering core accountancy services across a broad portfolio of service areas while acting as a trusted finance business partner to budget holders, senior managers, and stakeholders throughout the organisation. Working closely with Senior Accountants, you will play a key role in the preparation of annual accounts, financial planning activities, revenue budget monitoring, capital accounting, statutory returns, and grant claims.
You will provide high-quality financial advice and insight to support effective decision-making, ensuring financial information is accurate, compliant, and delivered within statutory deadlines. The role will also involve preparing business cases, option appraisals, and financial reports, as well as supporting budget managers with financial management and governance responsibilities. In addition, you will take responsibility for the supervision, development, and performance of finance support staff, helping to drive continuous improvement and maintain high professional standards across the team.

What you'll need to succeed
To be successful in this role, you will be a fully qualified CCAB or CIMA Accountant with proven UK accountancy experience. You will have strong technical accounting knowledge and the ability to interpret financial regulations, accounting standards, and legislation while communicating complex information clearly to a range of stakeholders.
You will be highly organised, capable of managing competing priorities, and confident working to challenging deadlines without compromising on accuracy. Strong communication and relationship-building skills will be essential, alongside the ability to influence stakeholders, provide financial advice, and build credibility across the organisation. Experience within a local government environment would be advantageous, although candidates from other sectors with the right technical expertise and commercial mindset are encouraged to apply. A proactive approach, strong customer focus, and the ability to lead, motivate, and develop others will be key to your success.
