About the Land Development Agency
The Land Development Agency (LDA) is a commercial, semi-State body that seeks to maximise the supply of affordable homes on public and other land in a financially sustainable manner, supporting the creation of thriving communities and delivering ongoing positive social impact. It is overseen by an independent board of directors and is funded with €5 billion of equity capital committed by the Government. It is also permitted to borrow up to €1.25bn
The LDA has commenced construction on a number of projects on State land and has a delivery pipeline in excess of 17,000 homes. It also works in partnership with the country’s largest and most experienced homebuilders and will deliver a further 8,000 homes under the Government’s Project Tosaigh initiative.
Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Digital Hub in Dublin and Sandy Road in Galway.
Role Purpose
Reporting to the Property Operations Accountant, the role will support management accounting, budgeting, expenditure oversight, reporting and analysis across the Property and Asset Management function. The successful candidate will work closely with Finance, Procurement, Accounts Payable and the wider LDA team to improve financial oversight, support operational decision-making, monitor cost performance and help ensure expenditure is managed in line with budgets, policies and delegated authorities. The role would suit a highly organised and analytical individual with experience in cost analysis, budgeting or management accounting, strong attention to detail, and the adaptability to respond to the changing requirements of the LDA mandate.

Key Responsibilities
Portfolio performance, budgeting and management reporting
- Collate, review and report monthly expenditure across cost rental block and land management operations, ensuring costs are accurately captured and clearly presented for management review.
- Support the preparation of monthly ELT reporting by providing accurate financial data, commentary on key movements, and clear analysis of portfolio-level trends and risks.
- Monitor financial KPIs for cost rental block and land operations, identifying emerging trends, budget pressures and areas requiring further review or corrective action.
- Assist in providing variance analysis in respect of actual expenditure and operational budgets.
- Support benchmarking of operating costs across the portfolio to identify cost variances, recurring trends, value-for-money opportunities and potential areas for efficiency improvement.
- Support in preparing monthly financial performance reporting for cost rental and land management operations, including expenditure summaries, variance commentary and supporting analysis.
- Assist in the completion of finance reconciliations and report on all costs associated with site/land management and security support services.
- Assist in preparation of annual operating budgets for Asset Management.
- Support the preparation of weekly/monthly reports for internal meetings and project reviews as required.

Financial controls and assurance
- Administer purchase orders and invoices, ensuring expenditure is supported by appropriate approvals, coded accurately and processed in line with LDA policies, procedures and financial controls.
- Work with Procurement and Accounts Payable to resolve purchase order and invoice queries promptly, helping to minimise processing delays and maintain accurate financial records.
- Support the operation of financial processes in accordance with LDA policies, procedures, delegated authorities and audit requirements.
Stakeholder and agent management
- Develop effective working relationships with Asset Management colleagues, Finance, Procurement, Accounts Payable, external managing agents and other stakeholders to support accurate reporting, timely issue resolution and effective financial management of the portfolio.
- Build and manage relationships with internal and external stakeholders.
- Review the financial and reporting performance of external managing agents, including the timeliness, accuracy and completeness of financial information, cost performance against budget, and compliance with agreed reporting requirements.
- Proactively identify, investigate and resolve financial or data-related issues with internal teams and external managing agents, escalating risks or recurring issues where appropriate.

- Undertake other duties as required, in line with the evolving operational requirements of the LDA.
- Proactively develop relevant skills and knowledge to support performance in the role and ongoing career development.
Essential experience and skills
- Minimum of two years’ experience in property management accounts, management accounting, bookkeeping or a comparable finance role.
- Experience using property management, accounting, bookkeeping or financial reporting systems, with the ability to extract, review and interpret financial reports.
- Strong proficiency in Microsoft Office applications, particularly Microsoft Excel, including the ability to work with financial data, reconciliations, reports and analysis.
- Excellent relationship management skills (both internal and external).
- Excellent attention to detail, with the ability to review financial information accurately and identify inconsistencies, errors or unusual trends.
- Ability to work in an evolving and dynamic environment.
- Ability to prioritise work effectively, manage competing deadlines and work independently when required.
- Proactive, action-oriented and comfortable taking ownership of tasks through to completion.
- Excellent communication skills – written and verbal in both day-to-day work as well as formal briefings.
- Ability to work well within a team environment.
- Solutions and results focused.
Desirable experience and qualifications
- Fully qualified Accounting Technician or an equivalent accounting, bookkeeping or finance qualification.
- Knowledge and/or experience of public procurement would be an advantage.
- Experience within the property/block management sector is a significant advantage.
