Agent – Highways Infrastructure (Simister Island M60/M62/M66 Upgrade)
Due to recent success securing the £240m Simister Island interchange improvements delivery framework, we are recruiting an Agent with a strong highways infrastructure background.
Costain has been appointed as Delivery Integration Partner by National Highways to deliver upgrades to the busy M60 Junction 18 interchange, situated on the M60/M62/M66 corridor north of Manchester. As Delivery Integration Partner, Costain is responsible for enhancing the junction, including:
- A new free-flow ‘northern loop’ link road, directing M60 eastbound to M60 southbound without exiting the motorway
- Widening of the M66 mainline (southbound) and realignment of the southbound slip road to accommodate the northern loop
- A widened M60 northbound to westbound connector road, increasing operational capacity from one to two lanes
- An additional lane in each direction on M60 Junction 17-18, upgrading from four to five lanes while maintaining hard shoulders
- Comprehensive upgrades to drainage, lighting, motorway technology, signage, and signalling
About the Role
Reporting to the Senior Agent, this full-time role will focus on managing construction operations for the highways infrastructure aspect of the £240m Simister Island M60/M62/M66 upgrade project, ensuring delivery adheres to the following criteria:

- Safety & compliance – Adherence to Development Consent Order requirements
- Quality control – Consistency with scheme design & highway specifications
- Cost & programme management – On-time delivery within budgetary constraints
- Team leadership – Direct oversight of engineering staff, subcontractors, and site supervisory teams
- Cross-discipline collaboration – Coordination with SHE, Stakeholder Management, Design/Engineering/Quality, and Commercial teams
Applicants with substantial motorway construction experience are strongly preferred.
Project Timeline & Mobilisation Phase
- Mobilisation: 3–5 months prior to official construction start (2026)
- Construction: c. 3 years, commencing in June 2026
- Post-handover support will also be required during the operational transition phase
