The Chief Digital Information Office delivers complex, high-value products and platforms that support HMRC’s strategic goals and improve outcomes for millions of users. We work in multidisciplinary teams using modern Agile delivery practices to deliver services at scale and improve outcomes for users.

As an Agile Delivery Manager, you will be accountable for enabling one or more digital delivery or live service teams to deliver high quality products and platforms effectively and sustainably. You will apply Agile and Lean delivery practices to help teams focus on what matters most, remove impediments, and continuously improve how they deliver value.

You will play a key role in creating the conditions for successful delivery - motivating teams, managing risks and dependencies, and working closely with stakeholders to achieve positive delivery outcomes.

Job Description

You will enable multidisciplinary teams to deliver digital products and platforms effectively and sustainably. You will apply Agile and Delivery Management techniques to shape ways of working, coach team members and stakeholders, and create the right conditions for teams to succeed. You will support teams to self-organise, manage delivery risks and dependencies, and continuously improve how they deliver value.

Working across the full delivery lifecycle, you will be accountable for the performance of one or more delivery or live service teams. You will collaborate closely with Product Managers, technical leads, Service Managers, and stakeholders, balancing delivery pace, quality and sustainability while maintaining a clear focus on outcomes. You will report to a Senior Agile Delivery Manager or equivalent and play an active role in strengthening delivery capability across CDIO as part of the Agile Delivery Guild, which is dedicated to fostering a culture of continuous learning, innovation, and improvement delivering value within our organisation being a bridge between Programme and Live.

Person specification

You are an enthusiastic and self-motivated delivery professional with a strong focus on people and outcomes. You thrive in fast-paced digital environments, enjoy solving problems, and are confident supporting teams through change and ambiguity.

You bring strong interpersonal and communication skills, enabling you to influence stakeholders, coach teams and manage competing priorities. Experience of mentoring others, managing delivery risks and working on medium-to-large digital initiatives will help you succeed in this role.

Key Responsibilities

  • Coach team members, CDIO and HMRC stakeholders in Agile and Delivery Management practices.
  • Monitor and facilitate effective delivery progress, proactively removing blockers and impediments.
  • Lead, develop and motivate multidisciplinary teams to deliver value to users.
  • Create and sustain a culture of collaboration, transparency and continuous improvement.
  • Use Agile delivery approaches to forecast progress, manage priorities and balance capacity.
  • Collaborate with stakeholders to manage expectations and deliver successful outcomes.
  • Mentor colleagues and contribute to the Agile Delivery Manager community.
  • Apply team development techniques to build empowered, high-performing teams.

Essential Criteria

  • Experience delivering medium-to-large digital products or platform components in an Agile environment.
  • Proven experience of Agile Delivery Management using recognised Agile techniques.
  • Ability to manage multiple priorities in large-scale or high-visibility delivery contexts.
  • Experience identifying, challenging and removing barriers to effective delivery.
  • Proven experience working within multidisciplinary teams.
  • Strong influencing, negotiation and stakeholder-management skills.

Desirable Criteria

  • Coaching and mentoring multi-disciplinary teams and/or stakeholders.
  • Experience of finance management is desirable for some of our roles.
  • Experience of commercial and supplier management is desirable for some of our roles.
