Analyst | 11018 | Permanent Contract | 37 hours per week | £37,280 to £39,152 per annum (Scale I) | County Hall/ Hybrid working
Help turn data into insight that improves services and outcomes for Norfolk residents.
This is an exciting opportunity for an Analyst to support evidence-based decision making across Norfolk County Council. Working within the corporate Insight & Analytics service, you will use data, analysis and business intelligence to provide the insight that helps services understand performance, plan effectively and improve outcomes for residents.
As an Analyst, you will work closely with operational services, digital teams and partners to extract, cleanse, analyse and interpret data, turning complex information into meaningful intelligence that supports better decision making.
The Role
You will be part of the Insight & Analytics Service, helping colleagues across the organisation make the best possible use of data and evidence.
The Analyst is responsible for providing robust, accurate and timely business intelligence through reporting, dashboards, visualisations and analysis. You will work collaboratively with stakeholders to understand requirements, improve data quality and develop insights that support performance improvement and strategic planning.
You will:
- Work with stakeholders to understand analytical requirements and identify the best approach to delivering insight
- Extract, manipulate, transform and analyse data from multiple sources
- Develop reports, dashboards, benchmarks and visualisations
- Ensure the delivery of regular reporting and statutory data returns
- Apply analytical techniques and data modelling to generate meaningful insight
- Present complex information clearly and effectively to a range of audiences
- Ensure data governance, anonymisation and information security requirements are maintained
- Support improvements to processes and identify opportunities for automation
- Build strong collaborative relationships across the organisation
- Share knowledge and contribute to a high-performing analytical team
About Insight & Analytics at Norfolk County Council

Key accountabilities
In this role you will:
- Determine business requirements and plan analytical approaches with stakeholders
- Extract, transform and analyse data using a range of tools, techniques and systems
- Produce accurate reports, dashboards and visualisations that communicate clear messages
- Ensure analytical products adhere to information governance and data protection requirements
- Apply coding, modelling and analytical techniques to generate insight
- Document, test and review analytical processes to ensure quality and reproducibility
- Communicate findings and recommendations to support operational and strategic decision making
- Identify opportunities to improve processes and methods to better meet customer needs
- Build trusted and collaborative relationships across services and partner organisations
- Support continuous improvement and contribute to delivery of organisational priorities
- Share skills, knowledge and expertise with colleagues and less experienced team members.

Who we are looking for
We are seeking a curious, collaborative and technically capable analyst who can transform data into meaningful insight and help colleagues make informed decisions.
You will bring:
Essential Skills and Experience
- Experience of analysing data from multiple sources to generate insight and support decision making
- Ability to perform data manipulation, basic coding and data visualisation
- Strong communication skills with the ability to explain technical concepts clearly
- Knowledge of data protection principles and safe data handling practices
- Experience of building effective working relationships with a range of stakeholders
- Experience of producing business-critical data and information products
- Experience of documenting, testing and improving analytical methods and processes
- Ability to manage your own workload and priorities effectively.
Desirable
- Experience contributing to strategic planning or service improvement activities
- Knowledge of organisational performance reporting within a public sector environment
- Experience supporting the development of colleagues and sharing analytical best practice.
