Purpose of Job

The Analyst will support the deployment of financial guarantee instruments, primarily under the European Fund for Sustainable Development Plus (EFSD Plus) and the Ukraine Investment Framework (UIF), with the Financial Institutions Business Group’s partner financial institutions (PFIs). The role will focus on implementing the internal framework for guarantee programme delivery, compliance and monitoring, and on supporting the associated technical co-operation (TC) programmes. The Analyst will also contribute to other designated donor-supported programmes and FI PDI operations, particularly those involving guarantees.

The FI PDI Team supports FIBG business delivery by designing, fundraising for and implementing donor-funded programmes through partner financial institutions (PFIs) across all countries of operation. The Team works closely with other departments and teams within and outside FIBG, including Donor Partnerships, CSD, PSD and PODD, as well as with donors. Programmes may include incentive grants, guarantees, concessional finance and TC, structured to support the Bank’s objectives under the Strategic and Capital Framework (SCF) while taking donor priorities into account. The Team, comprising around 30 staff, leads and contributes to all stages of programme development and implementation, including design, fundraising, operationalisation, monitoring and reporting.

The Analyst will work within the FI PDI Team under the supervision of the FI PDI Product Lead, in close coordination with the designated EFSD Plus and UIF Associate Programme Manager, Operation Leaders (OLs) and relevant EBRD units. The role will support the deployment of EFSD Plus and UIF financial instruments for financial institutions across a number of EBRD countries of operation. It will also support the roll-out of financial and advisory products under EFSD Plus and UIF in the financial sector, ensuring that programme implementation is fully integrated into FI PDI systems and processes.

Accountabilities & Responsibilities

Programme structuring, development and implementation

  • Assist Programme OL in establishing the appropriate business process flow necessary for operationalisation of the programme based on the guidelines and operations manual for FI bankers and borrowers in relation to structuring, implementation, monitoring and reporting of projects under the Programme.
  • Support Programme OL in setting up a dedicated programme database containing EFSD Plus and UIF related information for internal guidance and keep it updated. 
  • Proactively engage in developing IT tools, forms and templates to facilitate successful implementation of the Programmes as necessary. 
  • Support Programme OL with the structuring, launch and implementation of the related TC projects. 
  • Coordinate with OLs, PFIs, project consultants and internal teams as needed to ensure efficient and high-quality administration of guarantee claims and payments, monitoring and reporting. 
  • Assist Programme Coordinators and OLs with review of internal and external approval and legal documents, including incorporation of donor (and other relevant) pass-through provisions in agreements.

Coordination, reporting and visibility

  • Support Programme OL with compliance of EBRD’s contractual obligations to the EC (and other counterparts) including with drafting of quarterly and annual reports to the EC and presentation of progress results internally and externally.
  • Co-ordinate EU (and other) donor compliance issues alongside EBRD’s Donor Partnerships department, working in close coordination with the FI banking team and the TC project consultant. 
  • Ensure coordination with other relevant teams for Programme implementation, monitoring, and reporting (Office of the General Counsel, Risk, Financial Control, etc.) and take part in designing appropriate processes, systems and documentation. 
  • Track and support visibility activities, ensuring coordination with the EC takes place as required under the legal agreements.  The Analyst may be requested to support other FIBG blended finance facilities/programmes and TC projects, and perform tasks for the delivery of FI and FI PDI mandate.

Knowledge, Skills, Experience & Qualifications

  • Relevant experience in the financial sector, working with banks and/or non-bank financial institutions, or on grant fund-raising, product structuring, implementation and monitoring.
  • Good knowledge about the EBRD, its business model and processes, as well as investment risk management approaches and practices, is an advantage.
  • Good relevant undergraduate degree at a minimum, from a leading university in the country of education. 
  • Excellent written (report drafting, correspondence) and verbal communication skills. 
  • Strong computer literacy, and particularly advanced Excel skills.
  • Excellent interpersonal (especially collaboration) skills. 
  • Ability to handle complex matters and find pragmatic solutions to issues. 
  • Proven, strong analytical skills, including the ability to interpret data. 
  • Strong attention to detail, project and time management and workload prioritisation skills.
