Purpose of Job
The Analyst of the FI Project Development and Implementation Team (FI PDI) is responsible for origination and implementation of Technical Co-operation and Co-investment grants mobilised for the Financial Institutions Business Group (FIBG)’s operations. The Analyst may be responsible for a number of facilities/programmes that the FIBG may be deploying, both standardised and bespoke blended finance programmes. They support the design and approval of those programmes and then ensure integrity and consistency of the facilities/programmes’ implementation. They also manage and/or oversee implementation of TC programmes/projects, sometimes with the support of senior officers.
This position is envisaged to primarily focus on supporting the programme structuring and origination and data management activities of the team (particularly of donor-required portfolio and programme data).
The FI Project Development and Implementation Team (FI PDI) oversees implementation of a portfolio of over EUR 3 billion of active donor funds and is responsible for mobilisation, administration and overall management of donor funds throughout projects life-cycle, including internal and external reporting. The Team ensures that donor funds are mobilised, committed, deployed and reported upon in an efficient, accurate and transparent manner, applying the highest professional standards, given the fiduciary duty that the Bank assumes vis-à-vis Donors’ funds.
Accountabilities & Responsibilities
Programme origination and development
- Support the origination, design, and development of assigned FI donor funded programmes, while supporting implementation of the FI Strategy via partner financial institutions (PFIs). This may include undertaking research of the scale and nature of the issues that programmes would address in a given country or region, other MDB’s experience and best practices; drafting relevant funding proposals; developing pitch documentation or other visual media (e.g. PowerPoint) and ensuring feasibility of programme execution and reporting frameworks in the context of FI PDI methodologies and other Bank systems and processes.
- Support, under the oversight of the Associate Director, Development Leader, the donor resources mobilisation process within the FI PDI mandate and scope by drafting concept papers, fiches, communications, presentations, and other fundraising documents aimed at pitching or articulating FI programmes requiring donor funded concessional finance; attending and contributing in donor meetings.
- In cooperation with respective Bank departments, Programme Leads, and transaction teams, support comprehensive individual programme deployment and implementation throughout project cycle from contracting of newly raised funding to facilitating execution and providing pro-active guidance and support to problem-solving as required.
Donor Portfolio Management, Analytics and Coordination
- Maintain and monitor FI-related donor funding pipelines, portfolio data, and programme tracking tools to support strategic planning and resource mobilisation activities.
- Produce data analysis, dashboards, visualisations, and management reports to inform decision-making and stakeholder engagement.
- Coordinate with internal stakeholders, including DP, CSD, G&EI and operational teams, to ensure timely collection, validation and reporting of donor and portfolio information.
- Support donor portfolio oversight through performance monitoring, data quality assurance, portfolio reviews, and preparation of briefing materials for senior management and external partners. If necessary, feed any lessons learned from these reports into changes about the way PFIs are requested to provide information for enhanced impact and results management.

Manage or support blended finance Facilities/Programmes (as required)
- Lead Grant Review process
- Lead or support fundraising, drafting and negotiating with donor especially on budget and results
- Support procurement of consultants needed to implement the Facilities with PODD advisor
- Support FI and TC OLs in managing consultants
- Prepare TCRS or contribute to aggregated result reporting
- Prepare bespoke donor progress updates and reports and any other information needed for presentation to donors at Steering and Monitoring Committee Meetings under Facilities/Programmes
- Monitor deployment of the Facilities
- Process incentives payments and ensure that all payments are performed as per the loan agreement and in line with the donors’ requirements, as well as allow future auditing of the funds
- Respond to all queries related to Facilities/Programmes as far donor funding is concerned
- Ensure that implementation is in line with Blended Finance Guidelines
- Comment on investment documentation related to the Facilities/Programmes
- Managing donors’ evaluation and audit processes of Facilities/Programmes
Other responsibilities
- Actively participate in Bank-wide exercises requiring FI PDI involvement;
- Work closely with FI members and other teams and units across the Bank dealing with donor-funded instruments and administration of grants for coordination and knowledge-sharing.
Knowledge, Skills, Experience & Qualifications
- Bachelor’s degree in international development, international relations, economics, finance, social science or a related discipline is desirable but not essential;
- Relevant work experience, including experience working on blended finance projects in an international financial institution or donor organisation on fundraising, product structuring, and/or programme management;
- Excellent written and verbal communication skills in English, including the ability to structure complex and scattered information from multiple sources into clear, concise and compelling proposals and other relevant outputs for different audiences - essential;
- Strong presentation development skills, including the ability to deliver logically structured and visually effective PowerPoint materials for senior management and external audiences - essential;
- Strong research analysis and synthesis skills, with the ability to assess multiple information points from both internal and external sources, identify relevant insights and translate findings into relevant practical outputs
- Other numerical, analytical, data and information visualisation skills, in particular with MS365 suite are an advantage;
- Interest in and ability to use digital tools, including AI-enabled tools, in a responsible manner, is an advantage
- Excellent interpersonal (especially collaborative) and coordination skills; attention to detail and high degree of accuracy essential;
- Ability to take responsibility, work independently and proactively as a member of a team;
- Strong organisational and administrative skills, including the ability to adapt quickly to continuously changing priorities, learn on the job and deliver required outputs in time and high quality;
- Knowledge of Russian, French or Arabic would be useful but not essential.
