Job Description
Organisation: Leicestershire County Council
Work Location: County Hall, Leicester Road, Glenfield, Leicestershire, LE3 8RA
Salary: £28,605 – £39,165 per annum (pro-rata for part-time) (Pay award pending) (Career Graded 8-10)
Working Hours: Full-Time, 37 Hours Per Week
Contract Type: Fixed Term Contract - Up to 12 Months

About The Role
Join us and help shape the digital services that support better outcomes for children, young people, and families.
We are seeking a talented and motivated Application Design and Configuration Expert to join our team supporting and developing key Children's Services applications on a fixed-term contract for twelve months.
The successful candidate will work across a portfolio of specialist social care and education systems, including:
- Mosaic
- Synergy
- Core+
- Related reporting, integration, and digital solutions supporting Children's Services
This Role Would Suit Either
- An experienced systems professional with hands-on knowledge of Mosaic, Synergy, Core+, or similar children's social care systems; or
- A candidate with a strong operational background in Children's Social Care who has developed an interest in systems, data, process improvement, and digital transformation.
Key Responsibilities
- Configure, develop, maintain, and enhance Children's Services applications.
- Support business process reviews and identify opportunities to improve service delivery through technology.
- Develop forms, workflows, reports, dashboards, and system integrations.
- Work closely with social workers, operational managers, and business support teams to understand requirements and deliver effective solutions.
- Investigate system issues and coordinate resolutions with suppliers and internal ICT teams.
- Support upgrades, testing, and implementation of new functionality.
- Maintain system documentation, procedures, and user guidance.
- Deliver internal training and provide expert advice on best practice use of systems.
- Ensure data quality, security, and compliance with relevant legislation and organisational policies.

About You
We are looking for someone who combines strong analytical skills with a passion for improving outcomes for children and families.
You will demonstrate:
- Systems Experience or Children's social care experience. Experience administering, supporting, configuring, or developing within Mosaic, Synergy, Core+, or other social care management systems.
- Knowledge of reporting tools, data management, workflow design, or systems integration.
- Experience gathering and interpreting business requirements.
- Significant experience working within Children's Services, Children's Social Care, Early Help, Safeguarding, or related services.
- Strong understanding of social care processes, statutory requirements, and operational challenges.
- A keen interest in digital systems and service improvement. Excellent problem-solving and troubleshooting skills. Strong communication and stakeholder management abilities.
- Experience working collaboratively across technical and operational teams. Ability to manage multiple priorities and deliver high-quality outcomes. An understanding of data protection, confidentiality, and information governance requirements.
