Apprenticeship Compliance Lead
TOPRA is seeking an experienced and highly organised Apprenticeship Compliance Lead to support the effective administration and compliance of our Level 7 Regulatory Affairs Specialist Apprenticeship programme and Science Council Professional Registration schemes.
Working closely with the Head of Education & Qualifications and other internal stakeholders, the postholder will ensure that apprenticeship records, funding documentation, compliance evidence and professional registration activities are accurate, complete and audit-ready.
Key Responsibilities
- Maintaining accurate apprentice records throughout the learner journey, from application and onboarding through to completion
- Ensuring compliance with ESFA funding rules and apprenticeship requirements
- Administering the Digital Apprenticeship Service, ILR and PDSAT records
- Investigating funding and data discrepancies and supporting funding reconciliation
- Conducting compliance checks and preparing documentation for internal and external audits
- Administering OneFile, including learner, employer and assessor registrations, training plans and off-the-job training records
- Monitoring attendance, learner progress, programme milestones and compliance evidence
- Coordinating Gateway administration and registration with End-Point Assessment Organisations
- Supporting apprentices and employers with administrative enquiries
- Administering Science Council Chartered Scientist and Registered Scientist applications
- Coordinating professional registration panels, CPD audits, quarterly data returns and licence review activities
- Producing accurate compliance, performance and management information reports

Requirements
The successful candidate will have experience administering apprenticeship programmes, ideally at Level 7, together with a strong understanding of ESFA funding rules and apprenticeship compliance requirements. Experience using systems such as OneFile and the Digital Apprenticeship Service is essential.

You will need excellent organisational, analytical and record-management skills, strong attention to detail and the ability to manage multiple deadlines. Experience preparing evidence for audits or regulatory inspections and strong Excel skills are also important.
Knowledge of regulatory affairs or the healthcare sector, experience supporting Ofsted inspections, and knowledge of ILR and PDSAT reporting would be advantageous.
Contract Details
- Contract: 12-month fixed-term contract
- Working arrangement: Hybrid, with attendance at TOPRA’s London Canary Wharf office
- Reports to: Head of Education & Qualifications
- Closing date: Monday 24 August 2026
