Norse Highways, a division of the wider Norse Group, works in partnership with Norfolk County Council to deliver highways maintenance services across the county.

Job Summary

We are currently seeking an Area Manager to join the management team with Norse Highways. The role is responsible for driving workforce performance, promoting a strong safety culture, monitoring compliance, and ensuring the delivery of high-quality highway maintenance and improvement activities.

Key Responsibilities

  • Monitor productivity and operational performance against key performance indicators (KPIs).
  • Conduct regular site visits and inspections to assess operational effectiveness and workforce capability.
  • Manage operatives’ deployment to maximise site-based productivity and minimise non-productive time.
  • Resolve operational issues promptly to minimise disruption and maintain service delivery.
  • Promote a positive safety culture and lead by example in all health, safety, and wellbeing matters.
  • Ensure compliance with Health and Safety at Work Act requirements, CDM Regulations, NRSWA, Chapter 8, and other relevant legislation.
  • Monitor compliance with contractual standards, client specifications, and company procedures.
  • Undertake quality inspections to ensure works meet required standards.
  • Recognise and promote best practice across operational teams.
  • Support the achievement of contractual KPI and service level targets.
  • Be part of the Winter Duty Officer Rota.
  • Be part of the OOH’s Duty officer rota.

Skills & Qualifications

  • Requires a full driving licence.
  • Experience supervising highways maintenance operations.
  • Strong understanding of highways legislation, standards, and compliance requirements.
  • Knowledge of NRSWA, Chapter 8, CDM Regulations, and Health & Safety legislation.
  • Experience conducting audits, inspections, and performance reviews.
  • Excellent communication skills.
  • NRSWA - essential.
  • SMSTS (Site Management Safety Training Scheme).
