Job Summary

The Team Leader is the principal officer advising on and delivering; The Management of Information and Communications Systems (ICS) within Joint Military Command (JMC) Centre’s Area of Responsibility (AoR), including; planning, project management, delivery, budgetary and finance responsibility. You will have Line management responsibility for 5 civilian staff across two locations in the East and West Midlands.

This position is advertised at 37 hours per week.

Job Description

As the Information and Communications Systems (ICS) Team Leader, you will be the principal adviser to Commander Joint Military Command (JMC) on all ICS matters across the Area of Responsibility. You will lead the delivery of ICT services, information management programmes, and communications capabilities, ensuring they meet operational requirements, security standards, and budgetary constraints. Managing a team of five civilian staff across multiple locations, you will work with a wide range of stakeholders to deliver effective, resilient, and value-for-money services that support business and operational outcomes.

Main Role Responsibilities:

  • Management of budgetary and finance aspects of ICS Branch, including Telephones billing, Information Technology, Print Solutions.
  • Deliver Information Management and Information Exploitation (IM/IX) programmes across the AoR.
  • Deliver Firm Base ICS capability, manage change, and new requirements within delegated budget, including operations, exercises, applications, and connectivity.
  • This includes combat net radio and in-barracks radio systems.
  • Plan and ensure the provision of resilient ICS provision for UK emergencies.
  • Ensure proper accounting procedures are applied to all equipment and infrastructure.
  • Ensure the correct financial governance, compliance, and where applicable, cost recovery measures are in place in respect of ICS provision.
  • JMC Centre's Crypto Custodian for ACCSEC Management of non-operational equipment.
  • Perform the task of the JMC Information Technology Security Officer (ITSO) & Authorised Telecommunications Officer (ATO)

Person Specification

Essential Skills Required:

  • Demonstrates an understanding and ability to implement and deliver ICS in accordance with extant policy, which finance, governance, and contractual requirements.
  • Self-confidence, be an accomplished Line Manager, ability to exercise good judgement, knowledge, and evidence-based decision making, and to provide accurate, timely, and practical advice and direction while sharing their knowledge and experience.
  • Ability to prioritise with ruthless efficiency and to manage expectations accordingly.
  • Knowledge of modern information and communications management include professional experience, and strong leadership skills.
  • Able to effectively handle crisis communication, manage budgets, and meet deadlines.
  • Communicate information clearly and effectively, both verbally and written.

Selection Process Details
