What you'll be responsible for

Reporting to the Senior Community Manager and Campaigns, the Community and Campaigns Lead plays a key role in planning and delivering insight-based communications campaigns that enhance the reputation, visibility, and understanding of Dŵr Cymru among customers. The role supports customer, community, and stakeholder engagement, helping to build trust and strengthen relationships across the regions we serve.

Acting as a reliable communications advisor, you will work closely with operational teams and stakeholders to provide expert guidance on communications planning and reputation matters. You will represent Dŵr Cymru across community and regional locations and help deliver effective campaigns across paid, owned, and earned media channels.

Key Responsibilities

  • Work in partnership with the Senior Community Manager and Campaigns to develop and deliver long-term communications plans, frameworks, and methods across the regions. Lead the delivery of insight-based campaigns that enhance the reputation, visibility, and engagement of Dŵr Cymru customers.
  • Foster and maintain positive relationships with community groups, stakeholders, operational teams, and capital partners. Represent Dŵr Cymru professionally within local communities and provide communications advice and support on reputation matters.
  • Plan and deliver regional and community campaigns from start to finish, including setting objectives, developing strategies, executing activity, and evaluating results. Use insight and audience data to develop effective messaging, content, and media strategies.
  • Create engaging multi-media content for a range of platforms and audiences, ensuring content is aligned with brand standards and communications objectives.
  • Ensure campaigns tell a compelling and consistent story that increases awareness of Dŵr Cymru, promotes customer understanding and education, and builds trust through clear, accessible, and inclusive communications.
  • Contribute to the social media content calendar, working closely with colleagues across Digital, Social Media, and Campaigns teams to showcase regional stories, engagement programs, and initiatives that inform and engage customers.
  • Collaborate with colleagues across Communications, including Brand, Public Relations, Digital, Internal Communications, Events, and agencies, to deliver integrated communications activity.
  • Support the measurement, reporting, and evaluation of campaigns, providing insights and recommendations to improve future activity. Maintain accurate performance dashboards and prepare reports for senior stakeholders.
  • Manage budgets, procurement requirements, and external supplier relationships, ensuring value for money and effective delivery of communications activity.
  • Provide communications support as part of the out-of-hours rota and during operational events when required.

What you will need

  • Experience of working within a communications role, engagement, or stakeholder related role.
  • Full UK driving license and access to a vehicle, as travel to sites and events across Wales will be required.
  • The ability to build positive relationships and communicate effectively with a range of audiences.

Qualifications

  • Education to degree level, or equivalent experience gained in a communications or related specialist role.
  • Professional communications qualification, or equivalent experience.

Experience

  • Experience of working in a communications environment within a customer-focused organization.
  • Proven experience of developing, managing, and delivering communications campaigns.
  • Experience of measuring and evaluating the effectiveness and impact of communications activities.
  • Good understanding of digital communications, marketing, and social media channels, and how they can be used to engage audiences.
  • Experience of building effective relationships with stakeholders and colleagues to develop strategic communications plans.
  • Skills in content creation and creative writing for strong marketing, with the ability to convey complex information in a clear and interesting way.
  • Experience of using digital tools, design, video, and social media to create and manage content.
  • Understanding of budget management and financial processes within a large organization.

Knowledge and Skills

  • Ability to contribute to the development and delivery of long-term communications strategies and business objectives.
  • Understanding of campaign management, customer and community engagement, and behavior change principles.
  • Skills in building and communicating excellent relationships, with the ability to work collaboratively across the organization.
  • Ability to influence, engage, and support others through change.
  • Excellent written and verbal communication skills in English, with the ability to support Welsh translation and proofreading processes.
  • Ability to tailor communications for different audiences, communities, and local contexts.
  • Strong project management and organizational skills, including experience of delivering change initiatives.
  • Confident presenter with the ability to communicate effectively with a range of audiences.
  • Ability to use data and insight to measure performance, evaluate results, and demonstrate impact.
  • Ability to manage multiple priorities and deadlines effectively.
  • Proficient in using communication and engagement systems, such as websites, social media platforms, campaign management tools, and media monitoring systems.

Additional Information

Interviews to be held: the week commencing 17 August 2026 in Llaneirwg, Cardiff.

As part of this role, regular travel between Dŵr Cymru operational sites and occasional travel across South East Wales and Herefordshire to support community engagement, stakeholder activity, and corporate events will be required. You may also be asked to transport equipment and materials to event locations.

Working Pattern and Flexibility

This is a 12-month fixed-term contract, running until August 2027, offering a hybrid working model, combining home working, office collaboration, and visits to operational sites and projects.

  • At least two days per week in the office.
  • The role includes occasional participation in the out-of-hours Press Office rota. Back pay is payable when on call.
