Job Purpose
To provide strategic leadership and operational management of the Asset Data function within Repairs and Investment, ensuring the effective collection, analysis, management, and utilisation of housing asset data to support investment planning, asset performance, stock sustainability, and long-term business planning.
The postholder will lead the Asset Data Team, manage asset intelligence and stock condition information, develop investment programmes, support the Housing Revenue Account (HRA) Business Plan, and ensure the Council maximises the value, performance, and sustainability of its housing assets while delivering excellent services to residents.
The role will act as the lead specialist on asset data management and deputise for the Head of Strategic Asset Management as required.
Key Responsibilities
Strategic Asset Management
- Lead on the development, management, and continuous improvement of housing asset data strategies and systems.
- Produce and maintain accurate stock condition, asset performance, and investment information to support strategic decision-making.
- Develop and maintain five-year investment programmes aligned to the Council's 30-year HRA Business Plan.
- Analyse stock performance, property sustainability, and asset viability to identify opportunities for investment, intervention, or disposal.
- Undertake holistic analysis of stock performance and develop action plans to address non-performing assets.
- Ensure asset investment programmes support the Council's strategic housing objectives and regulatory requirements.
Asset Data & Analysis
- Lead on all asset data matters across Repairs and Investment services.
- Maintain comprehensive stock condition data across the Council's housing portfolio.
- Analyse repairs, maintenance, voids, and performance trends to identify efficiencies and service improvements.
- Use data intelligence to inform capital investment decisions and long-term maintenance strategies.
- Carry out annual financial and asset performance evaluations and develop improvement plans.
- Ensure the accuracy, integrity, and reliability of all asset management databases and systems.
- Produce detailed reports, business intelligence data, financial forecasts, and investment recommendations.

Capital Investment & Financial Management
- Lead on the preparation and monitoring of Housing Capital Works Programmes and HRA investment plans.
- Manage capital and revenue programme budgets, expenditure tracking, forecasting, and financial reporting.
- Work closely with Finance, Commercial, and Capital teams to ensure robust financial planning and delivery.
- Develop cost-effective investment solutions which maximise asset life while achieving long-term savings.
- Prepare estimates, programmes, and business cases for investment projects and capital bids.
Stock Condition & Compliance
- Lead on stock condition survey programmes and validation of survey data.
- Oversee the updating and management of stock condition databases.
- Conduct site inspections to verify stock condition information and ensure data accuracy.
- Monitor compliance with housing legislation, regulatory requirements, and asset management standards.
- Review new legislation and industry guidance and recommend policy or procedural changes where necessary.
Leadership & People Management
- Provide leadership, supervision, and development to the Asset Data Team.
- Line manage up to two direct employees and oversee consultants and contractors.
- Develop a high-performing and customer-focused team culture.
- Provide coaching, mentoring, and development opportunities for team members.
- Ensure team objectives, targets, and performance standards are achieved.
Stakeholder & Resident Engagement
- Work collaboratively with residents, resident groups, councillors, consultants, contractors, and other stakeholders.
- Support improvements to customer experience and resident satisfaction.
- Promote effective communication and engagement regarding asset investment programmes.
- Represent the service at meetings, committees, panels, and stakeholder forums.
Governance & Service Improvement
- Develop and maintain policies, procedures, and processes supporting effective asset data management.
- Ensure compliance with Council Standing Orders, governance frameworks, and procurement regulations.
- Monitor contractor and consultant performance through agreed KPIs and service standards.
- Identify opportunities for innovation, efficiency, and continuous improvement.
- Prepare reports, briefing papers, and presentations for senior management, Members, and committees.

Requirements
Essential
- Degree qualification or equivalent experience in Asset Management, Building Surveying, Housing, Property, Data Analytics, or a related discipline.
- Significant experience within housing asset management, strategic asset planning, or property investment.
- Strong knowledge of:

- Experience analysing large and complex datasets to support business and investment decisions.

- Experience managing budgets, financial forecasts, and capital programmes.
- Proven management and leadership experience.
- Strong communication, presentation, and report-writing skills.
- Ability to interpret data and provide business-focused recommendations.
- Experience working with contractors, consultants, and external stakeholders.
- Strong project management and organisational skills.
Desirable
- Professional qualification or membership such as:
- RICS
- CIOB
- CIH
- Asset Management related qualification
- Experience working in a Local Authority or Social Housing environment.
- Knowledge of:
- Decent Homes Standard (DHS)
- Sustainability and Net Zero programmes
- Housing Asset Management Software Systems
- Business Intelligence and Data Visualisation Tools
- Experience presenting to committees, boards, or elected members.
- Experience undertaking stock option appraisals and asset performance evaluations.
