About the vacancy:

The Assets & Energy Technical Lead plays a pivotal role in supporting Hedyn’s asset management and decarbonisation ambitions. Working within the Property & Place team, the post holder will lead on energy data management, asset analysis, and the development of long-term investment and retrofit programmes to improve the energy efficiency and sustainability of Hedyn’s homes.

The role combines technical expertise, data-driven decision making, and strategic planning to ensure compliance with regulatory standards while helping deliver Hedyn’s Decarbonisation Roadmap. This is an excellent opportunity for a skilled asset, energy, or sustainability professional who is passionate about improving homes, reducing carbon emissions, and delivering better outcomes for customers.

A full UK driving licence with access to a vehicle and business insurance is required

Specifically, in the role you will:

Strategic Asset Knowledge & Data Management

  • Lead role in the developing of programmes of improvement works following PAS2035 methodologies.
  • Ensure compliance with:
    • WHQS 2023
    • Renting Homes (Wales) Act 2016 & FFHH
    • Energy Performance of Buildings Regulations
    • Domestic energy data standards (RdSAP/SAP)
    • PAS 2035
  • Develop and maintain all SAP/Energy property data and associated databases to ensure it is accurate, reliable and reportable upon
  • Advise on the production of reports, dashboards and analytics to support strategic planning, business cases and regulatory returns.
  • Be responsible for collating, analysing, modelling and interpreting data (such as RdSAP data) to inform the Decarbonisation Roadmap and investment plans.
  • Support the understanding of customers preferences and energy performance to deliver benefits to customers and improve the overall sustainability of the portfolio.

Energy, Decarbonisation & Building Safety Alignment

  • Coordinate the development and delivery of Hedyn’s energy and decarbonisation programmes including EPC improvement, retrofit planning, and fuel poverty reduction.
  • Monitor and maintain compliance with emerging Welsh Government retrofit pathways and heat decarbonisation policy.
  • Work closely with the Asset Delivery team to ensure whole-home approaches (heating, ventilation, energy efficiency) are integrated.
  • Provide technical specification for external funding bids and grant compliance
  • Coordinate energy-related risk assessments and support alignment with building safety requirements.
  • Ensure high standards of data quality, professionalism and consistent working practices.
  • Support workforce development, technical training and role competency across the asset function.

Compliance, Standards & Assurance

  • Ensure programmes are developed in compliance with all asset-related landlord duties including:
    • WHQS 2023 evidence requirements
    • FFHH (Fitness for Human Habitation)
    • Damp & Mould guidance (including Welsh Government expectations)
    • Energy performance regulations
  • Support internal assurance and external assurance providers (e.g., auditors, consultants) with data and evidence.
  • Identify and escalate emerging risks relating to asset data, building condition or energy performance.
  • Support the Senior Asset Strategy Manager to develop long-term investment plans, including 30-year asset strategies, capital programmes and reinvestment priorities.
  • Provide intelligence on components, energy needs, disrepair trends, and customer insights to support evidence-based decision making.
  • Advise on asset viability, net present value, component life assumptions and strategic options appraisals.
  • Assist the Head of service to deliver Hedyn’s Corporate Strategy and assist in the development and implementation of procedures.
  • Provide high level, expert professional or technical advice, guidance, consultation, and solutions in an intelligible and timely fashion to colleagues or senior management. Provide practical solutions to complex technical issues, taking specialist advice as necessary.
  • Develop a network of collaborative, productive and effective working relationships with colleagues across the association, to ensure a one team approach is taken to service delivery.
  • Effectively communicate with customers, private occupants and leaseholders and other stakeholders, ensuring all complaints and queries are dealt with in accordance with Hedyn policy. Drive service improvements through technology and innovative working methods that ensures value for money services for customers.
  • Perform any other duties as directed by your Line Manager in furtherance of the organisation and individual objectives and policies.
  • To always work in a safe and appropriate manner to meet the duties and responsibilities within the Health and Safety policies and procedures of the association.
