About the Role
KBR’s Estates Intelligence is a leading force in public sector assurance, providing technical platforms and professional services that help clients use evidence to improve estate outcomes.
The Asset Intelligence and Advisory Manager is a senior, client-facing member of the awarded contracts, Senior Management Team. The role interprets outputs produced by field, technical, data, and assurance teams, draws together the implications for the estate, and turns them into clear findings, options, and practical recommendations for the client.
The role supports the client in developing and implementing asset and estate priorities. It connects evidence from service delivery with the client’s wider estate objectives, facilitates decisions, and ensures agreed actions and priorities are translated back to functional leads for incorporation into plans and delivery.
This is an advisory and integration role. It is not responsible for managing field-based activity, directly delivering surveys or audits, operating the estate, or acting as the technical authority for individual asset disciplines. Success depends on judgement, analysis, communication, and influence across organizational boundaries.
Role Responsibilities
SMT and Contract Integration
- Contribute to the Senior Management Team, providing an evidence-led view of estate and asset performance, risks, opportunities, and priorities.
- Act as the link between client strategy, intelligence outputs, and functional delivery, ensuring decisions and priorities flow in both directions.
- Work with operational, technical, business intelligence, assurance, and programme leads without assuming responsibility for their delivery activities.
- Track how agreed client decisions are reflected in functional plans, reporting, and improvement activity.
Insight Interpretation and Recommendations
- Review and synthesize outputs from surveys, audits, asset data, compliance activity, performance reporting, and lifecycle analysis.
- Identify themes, dependencies, risks, and opportunities across information produced by different functions and delivery partners.
- Develop proportionate, evidence-based recommendations, setting out implications, options, trade-offs, and proposed next steps.
- Distinguish clearly between confirmed evidence, assumptions, data limitations, and matters requiring further investigation.
Client Advisory and Decision Support
- Present findings and recommendations clearly to client stakeholders through concise papers, presentations, workshops, and governance forums.
- Support the client to translate evidence into estate and asset priorities, improvement plans, and investment considerations.
- Facilitate constructive challenge and cross-functional discussion so that decisions are practical, owned, and capable of implementation.
- Maintain a clear record of decisions, actions, intended outcomes, and changes in client priorities.
Strategy into Delivery
- Translate client decisions and strategic priorities into clear implications for functional leads.
- Work with functional leads to confirm how recommendations will be incorporated into delivery plans, assurance activity, reporting, and continuous improvement.
- Monitor whether intelligence is leading to action and highlight gaps, unintended consequences, or emerging risks to the SMT and client.
- Help create an effective feedback loop in which delivery evidence informs strategy and strategic decisions shape delivery.

Mobilisation and Capability Development
- Help establish the asset intelligence and advisory operating rhythm during mobilisation, including inputs, outputs, governance routes, and decision records.
- Support development of consistent insight products, reporting standards, and ways of working with the Business Intelligence Manager and functional leads.
- Identify practical opportunities to improve the quality, accessibility, and use of estate intelligence over the life of the contract.
Experience Required
Essential Experience
- Experience in an asset, estates, property, infrastructure, advisory, consultancy, programme, or performance environment where evidence was used to support strategic decisions.
- A strong track record of interpreting technical and operational information and turning it into clear findings, options, and recommendations for senior stakeholders.
- Experience working across multiple functions or organisations to connect strategy, governance, and delivery.
- Experience preparing and presenting concise, decision-focused reports and presentations for clients or senior leadership teams.
- Evidence of influencing outcomes without direct control of the teams responsible for delivery.
- Experience following decisions through into plans, actions, and measurable improvements.
Desirable Experience
- Experience in a complex, multi-site, public sector, or regulated environment.
- Exposure to estate or asset strategies, lifecycle planning, compliance, condition information, or investment prioritisation.
- Experience of mobilisation, transformation, or the introduction of a new operating model.
- Familiarity with asset information, CAFM/CMMS data, dashboards, or performance and assurance reporting.
Evidence We Will Look for at Interview
- A specific example where you combined several technical or operational inputs into a recommendation that changed a senior stakeholder’s decision or priority.
- A specific example of translating a strategic decision back into delivery requirements and ensuring it was implemented.
- An example of challenging incomplete or conflicting evidence while maintaining stakeholder confidence.
- The ability to explain complex estate or asset information clearly to a non-technical audience.
Technical Skills Required
- Strong analytical and critical-thinking skills, with the ability to find the meaning and implications behind operational data and technical outputs.
- Good working understanding of asset and estate management concepts, including condition, compliance, risk, lifecycle, and performance. Deep specialist expertise in every discipline is not required.
- Ability to frame issues in terms of client outcomes, risk, service impact, affordability, and deliverability.
- Clear written and verbal communication, including executive summaries, recommendations, presentations, and facilitated discussions.
- Confident stakeholder management and influencing skills across client, operational, technical, and corporate teams.
- Ability to maintain traceability from evidence to recommendation, decision, action, and outcome.
- Sound judgement, curiosity, and the confidence to challenge constructively where evidence is incomplete or decisions are not being translated into action.

Qualifications Required
- Degree or equivalent experience in Asset Management, Facilities Management, Built Environment, Property/Estates Management, or related discipline.
- Demonstrable experience in asset management, estate intelligence, or data-driven estate environments.
- Chartered or working toward professional membership (e.g., RICS, IAM, IWFM) (Desirable).
- Professional accreditation in asset management or estates discipline (Desirable).
- Experience of working within public sector or regulated contract environments (Desirable).
- Knowledge of assurance frameworks such as CRADs, ORR, or equivalent (Desirable).
Location
This is a hybrid role with flexible working practices. The successful candidate will be required to routinely attend our Leatherhead HQ and Swindon National Service Hub, also client sites across the UK when required.
