Asset Intelligence Manager

About the vacancy:

The Asset Intelligence Manager plays a pivotal role in leading and developing Hedyn's asset intelligence function, ensuring high-quality property, stock condition, compliance, and energy data is accurate, accessible, and used effectively to support strategic decision-making.

The role is responsible for transforming complex asset information into actionable insights that drive investment planning, regulatory compliance, decarbonisation programmes, and long-term asset management strategies. Leading a specialist Asset Intelligence team, the postholder will work collaboratively across Property and Place, Finance, and Data & Technology functions to improve data quality, strengthen governance, and provide assurance that business decisions are based on robust evidence and intelligence.

This is an excellent opportunity for an experienced asset management professional with strong analytical, leadership, and data governance skills to shape how asset intelligence supports the future performance, sustainability, and investment of Hedyn's housing portfolio.

Specifically, in the role you will:

Asset Intelligence and Decision Support

  • Develop, lead, and improve asset intelligence across Hedyn’s housing portfolio.
  • Ensure asset information supports strategic asset management, business planning, investment priorities, and regulatory reporting.
  • Provide clear analysis, insight, and recommendations to support senior decision-making and be recognised as a technical expert within the area of responsibility.
  • Translate complex data into practical intelligence for operational, financial, and strategic planning.
  • Identify trends, risks, gaps, and opportunities from stock condition, energy, compliance, and asset performance data.
  • Support option appraisals with accurate property intelligence and evidence-based assumptions.

Stock Condition and Property Intelligence

  • Developing, managing, and improving stock condition data and related asset records.
  • Support the delivery and quality assurance of stock condition surveys.
  • Ensure survey methods, data standards, and validation processes are robust.
  • Develop intelligence on property age, archetype, construction, components, condition, investment need, and risk.
  • Work with technical colleagues to reflect cost, performance, access, resident impact, and deliverability.
  • Provide assurance that stock condition information supports investment planning and regulatory reporting.

Asset Information and Data Assurance

  • Establish effective governance for asset information.
  • Oversee validation and quality assurance across asset, stock condition, compliance, energy, and component data.
  • Ensure asset information is accurate, complete, auditable, and fit for use.
  • Improve data quality, reporting discipline, and system use.
  • Work with Data & Technology to improve systems, integration, reporting, and data flows.
  • Embed clear data ownership, validation processes, and reporting responsibilities.

WHQS, Energy and Decarbonisation Intelligence

  • Support WHQS 2023 compliance, evidence, and reporting.
  • Maintain evidence on WHQS assessments, outcomes, exemptions, and improvements.
  • Lead the Target Energy Pathways with accurate energy, stock condition, and investment data.
  • Developing and shaping intelligence for SAP improvement, retrofit, and decarbonisation priorities.
  • Developing and shaping analysis, reporting, and assurance on energy and decarbonisation data.
  • Support prioritisation based on property performance, resident outcomes, regulation, and value for money.

Investment Planning Support

  • Support investment planning through asset intelligence, modelling, and analysis.
  • Inform lifecycle forecasting, component replacement, and long-term business planning.
  • Work with asset, technical, delivery, finance, and property colleagues to support deliverable programmes.
  • Ensure investment assumptions are based on reliable data, technical input, costs, and practical property knowledge.
  • Support, but not own, investment plans where technical ownership sits elsewhere.
  • Provide assurance on the evidence base for investment decisions.

Reporting and Insight

  • Produce asset intelligence reports, dashboards, and strategic insight.
  • Develop measures of asset performance, data quality, investment need, and programme effectiveness.
  • Prepare clear reports for senior managers, the Executive Team, Board, and regulators.
  • Highlight key risks, progress, gaps, assumptions, and decisions required.
  • Use reporting tools to improve understanding of asset performance.
  • Support Welsh Government reporting, financial planning, risk management, and strategic decision-making.

Leadership and Collaboration

  • Lead, manage, and develop the Asset Intelligence Team.
  • Build a culture of accuracy, accountability, assurance, and continuous improvement.
  • Set clear priorities, standards, responsibilities, and performance expectations.
  • Work collaboratively across Asset Strategy, Energy, Capital Delivery, Property Services, Compliance, Building Safety, Finance, and Data & Technology.
  • Act as the link between asset intelligence, systems, reporting, and strategic decision support.
  • Promote consistent, responsible use of data across Property and Place.
