Chesterfield Borough Council Asset Management Officer
Chesterfield Borough Council are looking for an experienced Asset Management Officer.
The Role
You will join our ambitious Strategic Asset Management Team, playing an instrumental role in improving our stock intelligence and ensuring our homes remain safe, energy-efficient and great places to live.
A key responsibility of this role is conducting Energy Performance Certificate (EPC) surveys. Your assessments will provide essential information about the energy performance of our homes, supporting investment decisions, improving energy efficiency and helping us meet our sustainability commitments.
You will also:
- undertake stock condition surveys and inspect domestic properties and blocks, ideally drawing on experience within the social housing sector
- complete accurate internal and external measurements
- identify poorly performing assets and help diagnose building defects relating to fabric or structural failure
- provide clear findings to our surveying works team to support effective remedial and improvement programmes
What We Are Looking For
You need to be self-motivated, organised and enjoy being flexible (as you will be driving around to inspect properties), capable of managing your own diary whilst delivering surveys to monthly targets.

The role requires you to have a keen attention to detail, demonstrable experience and understanding of both Decent Homes and HHSRS (Housing Health and Safety Rating System).
- a positive and professional approach
- full current driving licence, and your own vehicle are essential. (Business mileage will be paid at the prevailing rate)
- an appropriate recognised building trade/professional qualification e.g. City and Guilds, ONC OR significant previous stock condition surveying experience
- knowledge/understanding of Housing Health and Safety Rating System (HHSRS)
- ideally hold a current Domestic Energy Assessor qualification - EPC
- ability to appropriately assess property condition to inform our investment needs
- flexible approach to hours worked & manage own workload
- strong IT skills
The post holder will be required to travel to multiple sites, and the nature of the work will require you to climb ladders to access the loft space.
