West Coast South: Keeping Britain Moving
Stretching from Crewe to London Euston, West Coast South is part of Europe's busiest mixed-use railway—moving millions of passengers and 10% of the UK's freight each year. With over 1,000 miles of track and 64 stations, it's a vital link between major cities and local communities.
As part of the North West & Central region, we serve 1.3 million passengers daily and move 700,000 tonnes of freight weekly—covering a quarter of the national network.
About The Role
Join a team at the heart of delivering safe, sustainable, and innovative rail projects across the West Coast South route. In this influential role, you'll lead on engineering assurance and safety compliance for a diverse portfolio of third-party and external schemes, ensuring projects are designed, delivered, and commissioned to the highest Network Rail standards. Working with internal stakeholders, developers, local authorities, and contractors, you'll provide expert technical guidance, manage risk, and drive safe, efficient project delivery that protects and enhances the railway.

This is a fantastic opportunity for an experienced engineering professional who thrives on collaboration, problem-solving, and making a tangible impact. From assessing complex designs and planning applications to acting as a Designated Project Engineer (DPE), you'll play a key role in safeguarding railway operations while supporting investment and development across the route.
Key Responsibilities
- Lead engineering assurance, safety compliance, and technical approvals on external and third-party projects.
- Manage engineering and safety risks, ensuring safe-by-design principles are embedded throughout project lifecycles.
- Review designs, construction proposals, and project activities for compliance with legislation, CDM regulations, and Network Rail standards.
- Provide expert advice on engineering requirements, risk management, and project authorisation.
- Oversee engineering consents, approvals, and stakeholder interfaces to support successful project delivery.
- Act as Designated Project Engineer (DPE) on allocated schemes.
- Assess planning applications, land use changes, and clearance proposals, safeguarding Network Rail assets and operations.
- Monitor consultants and contractors to ensure competence, quality, and compliance across design and construction activities.
- Support delivery of projects to agreed safety, cost, quality, and environmental objectives.
- Identify opportunities for innovation, collaboration, and shared value across the railway and external partners.
Additional Role Requirements
This role will be based out of Birmingham Baskerville House or The Quadrant in Milton Keynes.
Hybrid working: For positions that permit hybrid arrangements, employees are expected to work from a Network Rail location for 60% of their weekly hours, typically 3 days for full-time roles.
What's In It For You

Your Experience And Skills
In order to be successful in this role, we would like you to have/to be:
- Technical qualifications to HNC/HND or equivalent GNVQ level
- Previous experience in the management of outside and third-party activities and mitigation of risk
- Successful relevant experience in engineering disciplines, ideally with involvement in construction and design projects across multi-discipline areas
- Significant knowledge of technical, safety, and performance standards and their application to asset protection activities
- Clear understanding of CDM, with the ability to recognise CDM duties, and associated requirements under Health & Safety legislation
- Knowledge of safety management including the concept of safe-by-design principles
- Understanding of the arrangements required for the independent assessment of work
- Knowledge of quality assurance
- Knowledge of risk assessment, including auditing internal and external engineering competency
We would also like but it isn't crucial to have/to be:
- Membership of a relevant professional body working towards incorporated or chartered status
- Knowledge of project management
