Assistant Director Housing - West Lancashire Borough Council
Salary: £78,943 - 82,165 (pay award pending)
Location: Ormskirk / Hybrid
We are seeking an exceptional and strategic housing leader to join West Lancashire Borough Council’s Corporate Management Team as Assistant Director of Housing.
This is a high-profile leadership role with responsibility for the Council's Housing Revenue Account (HRA), housing services, homelessness provision, asset management, regeneration, compliance, estates, facilities, commercial assets, and housing strategy.
Responsibilities
Reporting directly to the Director of Housing and Environment, you will provide visible leadership across a significant service portfolio, ensuring excellent services for residents while driving performance, regulatory compliance, innovation, and continuous improvement.
As Assistant Director of Housing, you will:
- Lead and manage the Council's Housing Revenue Account (HRA), ensuring statutory and regulatory compliance across all housing functions.
- Drive the development and delivery of housing strategies, regeneration programmes, and long-term investment plans for the Council's housing stock and corporate assets.
- Provide strategic leadership for housing services, homelessness prevention, asset management, estates, facilities, and commercial property functions.
- Lead the development of capital programmes, new-build housing projects, and investment strategies that support the Council's long-term ambitions.
- Ensure compliance with consumer standards, building safety requirements, the Housing Ombudsman Code, and all relevant housing regulations.
- Drive customer-focused service transformation, digital innovation, and operational improvement across housing services.
- Lead on HRA business planning, budget setting, and financial performance, ensuring value for money and strong commercial decision-making.
- Prepare and present reports to committees, management teams, and elected Members, providing expert strategic advice and guidance.
- Build strong partnerships with residents, regulators, elected Members, public sector organizations, and external stakeholders.
- Act as a member of the Corporate Management Team and deputise for the Director of Housing and Environment when required.
