Assistant Programme Manager

£400–£550 per day | Home based, with some travel, particularly across the North/North West | Interim to at least 31 March 2027 | inside IR35

Sellick Partnership has been exclusively retained to recruit an experienced Assistant Programme Manager for a high-profile national public-sector programme focused on housing, regeneration, public assets and place-based delivery.

This is a fantastic opportunity to work across local and central government, supporting councils, combined authorities and other public-sector partners to progress ambitious programmes and projects.

This isn't a traditional programme management role. It combines programme delivery with stakeholder engagement, relationship management, political awareness and the ability to influence and challenge effectively.

The role

Working alongside senior programme colleagues, you will help manage the delivery of a regional portfolio while taking ownership of relationships, projects and programme activity.

Key responsibilities will include:

  • Developing strong relationships with senior stakeholders across local authorities, combined authorities and central government.
  • Supporting and challenging partners to progress existing projects and identify new opportunities.
  • Helping identify barriers to delivery, manage risks and find practical ways to move projects forward.
  • Monitoring project and programme performance and escalating issues where required.
  • Supporting the development and administration of funding programmes.
  • Helping councils navigate wider government funding opportunities.
  • Working across organisational boundaries to broker relationships and encourage collaboration.
  • Producing reports and briefings for senior stakeholders and programme boards.
  • Sharing best practice and contributing to continuous improvement across the wider programme.
  • Deputising for senior programme colleagues where required.

About you

We're looking for someone who understands how to operate successfully in a complex and politically sensitive public-sector environment.

You'll ideally bring:

  • A good understanding of local and/or central government.
  • Strong programme or project management experience.
  • Excellent stakeholder management, influencing and relationship-building skills.
  • Experience working on complex programmes with a high level of public scrutiny.
  • Political awareness and the confidence to work with senior officers and elected Members.
  • Experience across regeneration, housing, economic growth, property/public estate or funding programmes would be particularly valuable.
  • The ability to work independently, make decisions and provide constructive challenge.
  • Strong risk, performance and resource-management skills.
  • The ability to analyse information and communicate complex issues clearly to different audiences.

You'll have considerable exposure to senior public-sector stakeholders and the opportunity to help partners identify opportunities, overcome barriers and get projects moving.

The role is home based, with access to a London based office and travel to councils and project sites where required. Much of the work is undertaken online, although some programme activity may require more face-to-face engagement. Legitimate business travel expenses are available.
