Our Major Programmes Business
Deloitte’s Major Programmes practice (part of the wider Human Capital offering) is currently recruiting for individuals with industry and technical skills that can help us grow and develop our capabilities.
The world has never before faced such a complex number of environmental, social and economic challenges and a new way of delivering major programmes is needed to respond to these. This market leading transformation approach will challenge conventional thinking around the delivery of major programmes, using a multi-disciplinary capability to help our clients deliver their most critical and demanding issues while reinforcing Deloitte’s commitment to purpose-led change.
Our practice comprises a blend of those who have worked previously in industry (in both technical and non-technical roles) and those who have prior consulting experience. Major Programmes Communities
Within Major Programmes, you'll be part of the Security & Justice account and play a leadership role in the development of our Justice account, where we have ambition to grow. We are particularly keen to hear from you if you have experience working with the Ministry of Justice.
Our work often involves leading the strategic design and delivery of large-scale, technology-enabled change programmes. We achieve this by leveraging innovative digital solutions and modern delivery methodologies. This is evident in the projects we undertake and client challenges we look to solve, bringing together expertise from across Deloitte’s Technology & Transformation offerings. We have strong ties into the digital delivery and engineering practices across the firm, enabling us to work together to deliver end-to-end technology transformation for our clients, from strategy and design through to technical build and implementation.
Our team comprises a blend of those who have worked previously in industry (in both technical and non-technical roles) and those who have prior Consulting experience. Through our experience of delivering complex transformation across these major technology transformations, we understand that the complexity of challenges our clients face requires us to leverage a diverse range of skillsets and experiences to be able to effectively partner and support our clients.

Your Sector
We have a strong community of people who are passionate about making a difference and impact to citizens and public services. Our S&J team work across the Security and Justice sector, working closely with Consulting colleagues and the wider Deloitte firm in accounts and project teams that cover Home Office, Policing and the Ministry of Justice. We are particularly focused on large-scale transformation programmes, increasingly with an emphasis on programmes that form part of the Government’s Major Project Portfolio and/or have a core digital change component.

Within the Security & Justice account, and our Major Programmes practice more broadly, the continued success of our digital transformation programmes means we are looking to grow the team further by recruiting individuals with experience in scaled technology delivery within the Public Sector.
Your role:
- Take the lead in partnering with clients to solve complex issues, through leading teams to design, shape and deliver strategically significant projects and programmes
- You will lead, develop and manage high-performing teams and complex workstreams, driving technology-enabled transformation within government programmes. You will work in close collaboration with other parts of Deloitte to drive end-to-end technology delivery. This may include:
- Translating business outcomes into end-to-end technology solutions
- Delivery management and coordination of technology outcomes across multiple teams, from requirements gathering to transition into live service
- Development of strategic digital transformation roadmaps
- Design and implementation of governance to manage end-to-end technology delivery
- Design, implement, and oversee programme controls across programme and product delivery
- The growth of client relationships and managing business development materials
- Mentoring and coaching of teams and team members
- Work with a range of senior stakeholders both internally within Deloitte and in client organisations, at all levels including senior civil servants, as a subject matter expert scaled technology delivery
- Apply a combination of consulting experience, industry knowledge, tools and technology to anticipate and address programme and change management challenges with client and colleague teams
- Drive business development by bringing existing relationships, contributing to new business proposals, completing the sale with the client, and taking lead roles in industry and account teams
- Bring competitor awareness and industry trends to inform best practice thinking
- Drive internal practice development by participating in proposition, methodology and point of view development activities and supporting knowledge capture and sharing

Connect to your skills and professional experience
You should have strong experience in most of the following:
- Industry knowledge, trends and insights and deep expertise in scaled technology delivery, bringing lessons learnt and insights to clients and the wider Deloitte group
- Proven experience leading in one or more scaled technology transformation programmes, within the public sector, ideally within the Ministry of Justice.
- Demonstrable experience of leading and managing workstreams or projects associated with digital transformation programmes
- Experience in developing and implementing robust programme governance structures for large-scale technology programmes, ensuring effective oversight, risk management, and stakeholder alignment
- Experience in shaping complex technology solutions, understanding the interplay between business requirements and technical design
- Experience in managing the organisational and cultural change aspects associated with large-scale technology transformation
- Highly mature and experienced stakeholder management and influencing skills
- Commercial and risk awareness, either in a professional service environment or as a customer of a professional services partner
- Leadership of large-scale organisation transformation programmes, using agile and waterfall delivery methodologies
- Mentoring, coaching or managing others in project teams and in other parts of the business in addition to an ability to work collaboratively and to be a team player
- Experience of developing business, structuring work and leading teams to successful outcomes, even in highly ambiguous situations
