About The Role

As an Associate Frameworks Specialist, you will provide strategic leadership across framework development and management by:

• Leading and developing a high-performing Frameworks Team, creating a culture of collaboration, innovation and continuous improvement.
• Managing the end-to-end development, procurement and implementation of framework agreements across a diverse range of goods, works and services.
• Building influential relationships with internal stakeholders, elected members, suppliers and external partners to deliver effective commercial outcomes.
• Leading supplier engagement, commercial negotiations and contract implementation to secure value for money and long-term benefits.
• Overseeing framework performance, risk management, governance and compliance, ensuring all activity aligns with legislative and organisational requirements.
• Using market intelligence, data analysis and emerging technologies, including AI, to improve procurement practice and decision-making.
• Driving continuous improvement across framework management, supporting strategic procurement objectives and organisational transformation.

We're looking for an experienced procurement leader who combines commercial expertise with strong leadership and stakeholder management skills. You'll bring:

• MCIPS membership (or equivalent professional expertise) with a commitment to continuing your professional development.
• Significant experience leading complex procurement activity and developing framework agreements within a regulated procurement environment.
• Strong knowledge of the Procurement Act 2023, public sector procurement and commercial governance.
• Experience leading and developing high-performing teams, coaching colleagues and building procurement capability.
• Excellent negotiation, influencing and relationship management skills, with the ability to engage confidently with senior leaders, elected members and suppliers.
• Strong analytical skills with the ability to interpret complex commercial data, manage risk and drive value for money.
• A passion for innovation, continuous improvement and using technology to enhance procurement performance.
