Role Overview

We are seeking an experienced Programme Manager to lead the delivery of a high-profile estate transformation programme for a public sector client. This is a strategic leadership role, responsible for coordinating multiple workstreams and stakeholders to ensure successful programme delivery against key objectives, timescales, and budgets.

Working closely with client teams, external consultants, and senior stakeholders, you will drive the implementation of a complex estates strategy focused on optimising the property portfolio and supporting future organisational needs. The programme includes:

  • Property rationalisation
  • Staff relocation projects
  • Feasibility studies
  • Estate optimisation initiatives
  • Property disposals

As Programme Manager, you will be responsible for overseeing programme governance, budget management, resource planning, risk management, and performance reporting. You will ensure all activities align with the client's strategic priorities, operational requirements, and sustainability goals, while maintaining effective stakeholder engagement throughout the programme lifecycle.

This role is primarily based in Gloucestershire and requires on-site attendance of up to four days per week, as agreed with the client, providing the opportunity to work closely with key stakeholders and play a visible role in delivering meaningful organisational change.

Our programmes range from the full outsourcing of a client’s real estate function to the coordination of single or multiple service lines for occupier clients. The PMO is a dynamic, fast‑paced, and collaborative team that takes pride in delivering high‑quality outcomes and supporting one another. We work closely with strategy and digital experience teams to ensure programme approaches are robust, deliverable, and effective. We are all ambassadors for the PMO service line, and each team member plays a role in strengthening our reputation as a credible, value‑generating service.
