Lead the transformation of commercial intelligence, systems and performance

Are you an experienced strategic leader with expertise in business intelligence, digital transformation and performance management? Birmingham City Council is looking for an Associate Transformation, Reporting and Intelligence Specialist to lead the transformation of performance, systems and intelligence across our newly established Commercial and Procurement Services.

This is a senior leadership opportunity to shape how data, technology and performance drive decision-making across one of the UK's largest local authorities. You'll lead multidisciplinary teams responsible for reporting, commercial systems and transformation, ensuring procurement is supported by robust intelligence, modern technology and a culture of continuous improvement.

About The Role

As the Associate Transformation, Reporting and Intelligence Specialist, you'll provide strategic leadership by:

  • Developing and delivering the long-term strategy for commercial systems, business intelligence, reporting and performance, aligned with the Council's Future Target Operating Model.
  • Leading specialist teams responsible for reporting and intelligence, systems and digital transformation, creating a high-performing culture focused on innovation and continuous improvement.
  • Establishing performance frameworks, KPIs and management information that provide meaningful insight and support strategic decision-making across Commercial and Procurement Services.
  • Driving the adoption of new technologies, including AI and automation, ensuring technology investments deliver measurable business benefits and improved service outcomes.
  • Leading the governance of commercial systems, data architecture, information security and system integration to ensure reliable, secure and high-quality information.
  • Building strong relationships with senior leaders, elected members and external partners, influencing strategy and championing data-driven decision-making across the organisation.
  • Managing significant budgets, technology investment programmes and strategic transformation initiatives that strengthen commercial capability and organisational performance.

About You

We're looking for an experienced strategic leader who combines commercial understanding with expertise in digital transformation, business intelligence and organisational change. You'll bring:

  • Significant leadership experience managing multidisciplinary teams across performance, reporting, business intelligence, systems or digital transformation functions.
  • Strong understanding of commercial and procurement operations, with experience using technology and data to improve organisational performance and decision-making.
  • Experience developing long-term technology strategies, managing major system investments and delivering complex transformation programmes.
  • Excellent knowledge of data governance, systems integration, information management and performance reporting within a complex organisational environment.
  • Outstanding leadership, communication and influencing skills, with the ability to build trusted relationships across senior stakeholders, elected members and external partners.
  • Strong analytical and strategic thinking skills, translating organisational priorities into practical technology, reporting and performance solutions.
  • Professional membership in a relevant discipline such as CIPS, Project Management, Change Management or IT Service Management (or equivalent professional experience), together with substantial leadership experience.
