In this role:

The BA / PMO Analyst plays a key role within the Bank’s central Change function, supporting the effective delivery of a diverse portfolio of regulatory, technology, process, and business change initiatives.

With primary responsibility for PMO governance, reporting, and portfolio oversight, the role ensures change initiatives are well controlled, transparent, and aligned to regulatory requirements and strategic objectives. In addition, the role provides hands-on Business Analysis support across selected initiatives, ensuring that business requirements are clearly defined, traceable, and aligned to delivery outcomes.

Operating in a regulated banking environment, the role combines delivery discipline with analytical capability, acting as both a guardian of change governance and a facilitator of high-quality solution design.

Key Areas of Responsibility

PMO, Governance & Portfolio Oversight

  • Take ownership of PMO activities across assigned programmes and projects, working with the teams PMO analyst.
  • Oversee maintenance of core project controls including plans, RAID logs, dependency logs, benefits tracking, and financial oversight.
  • Ensure accuracy, integrity, and consistency of portfolio data and reporting.
  • Coordinate inter-project dependencies and resource demands across the change portfolio.
  • Prepare high-quality materials for governance forums (e.g., programme boards, steering committees), including status packs, risk summaries, and decision papers.
  • Ensure adherence to the Bank’s change framework, controls, and regulatory standards.
  • Proactively identify delivery risks, control weaknesses, or governance gaps and drive corrective action.
  • Support audit, regulatory, and assurance activities by ensuring documentation and evidence trails are robust and complete.
  • Contribute to the ongoing development and maturity of PMO standards, tools, and reporting practices.

Business Analysis & Solution Definition

  • Lead the analysis, and documentation of business, functional, and non-functional requirements across change initiatives.
  • Facilitate workshops, working sessions to define current-state processes and design future-state solutions.
  • Produce high-quality analysis artefacts including business requirements documents, user stories, process maps, impact assessments, and data flows.
  • Maintain clear end-to-end traceability of requirements through design, build, testing, and implementation.
  • Translate regulatory, risk, and policy requirements into clear and actionable business and system changes.
  • Partner with technology, risk, compliance, operations, and third parties to ensure solutions are practical, compliant, and aligned to business objectives.
  • Define acceptance criteria and support testing phases, including UAT coordination and validation against business needs.
  • Support business readiness activities including process updates, training input, and operational transition.

Stakeholder Management & Delivery Integration

  • Act as a key interface between Project Managers, business leads, technology teams, risk, compliance, and senior stakeholders.
  • Clearly articulate delivery status, risks, solution options, impacts, and trade-offs.
  • Balance governance discipline with pragmatic solution shaping.
  • Manage multiple concurrent initiatives, adjusting priorities in line with the Bank’s change agenda.

Key Competencies & Skills

Governance & Control

  • Strong understanding of project and programme lifecycles and structured delivery methodologies.
  • Experience operating within governance frameworks in a regulated financial services environment.
  • Confidence in overseeing project controls and challenging delivery risks constructively.

Business Analysis

  • Demonstrated experience eliciting and managing requirements across complex change initiatives.
  • Strong process mapping and impact assessment capability.
  • Ability to interpret regulatory requirements and embed risk and control considerations into solution design.
  • Experience supporting testing and implementation phases.

Analytical & Reporting Capability

  • Strong data analysis and reporting skills.
  • Advanced Excel and PowerPoint capability; familiarity with PPM or project tracking tools.
  • High attention to detail combined with the ability to provide delivery insight.

Personal Effectiveness

  • Confident communicator able to engage both operational teams and senior stakeholders.
  • Strong facilitation and workshop leadership skills.
  • Proactive, organised, and capable of managing competing priorities.
  • Comfortable operating in a fast-paced, evolving change environment.
  • Collaborative mindset with the ability to mentor and support team PMO resource.

Desirable

  • Experience within financial services or another regulated environment.
  • Exposure to regulatory change, technology change, or business transformation initiatives.
  • Working knowledge of formal project methodologies (e.g., PRINCE2, Agile, or hybrid approaches).
  • Relevant qualifications or working towards certification (e.g., PRINCE2 Foundation, APM PMQ, or similar).
