Job Summary

This is an exciting opportunity to join University Hospitals Birmingham NHS Foundation Trust as Head of Contracted Services within our Estates and Facilities Directorate.

We are looking for a commercially focused, influential and resilient senior leader to provide Trust-wide leadership for a diverse portfolio of contracted and specialist services, including waste management, pest control, car parking, accommodation and uniform services. You will lead the procurement, mobilisation and performance management of major contracts, ensuring services are safe, effective, sustainable and deliver excellent value for money.

Managing a portfolio with expenditure exceeding £9 million, you will shape long-term service strategies, lead complex negotiations and transformation programmes, and advise senior leaders on contractual, financial and environmental matters.

This is a high-profile opportunity to influence services across multiple hospital sites, drive innovation and sustainability, and make a visible contribution to patient care, staff experience and the Trust's Net Zero ambitions.

Main Duties, Tasks & Skills Required

You will lead the strategic and operational management of Estates and Facilities contracted services across University Hospitals Birmingham NHS Foundation Trust. Your portfolio will include waste management, environmental compliance, pest control, car parking, accommodation and uniform services alongside other contracts within the department.

Working with senior leaders, clinical teams, Procurement, Finance and external partners, you will develop service strategies and specifications, lead procurement and mobilisation programmes, negotiate complex contractual matters, and hold suppliers to account for quality, performance and value for money. You will manage significant budgets, risks and improvement programmes while ensuring services remain safe, compliant and responsive to the needs of patients, staff and visitors.

Day to day, you will review performance and financial information, chair contract meetings, resolve service issues, undertake site inspections, produce assurance reports and support your management team.

We are looking for a strategic, commercially focused and resilient leader with excellent negotiation, analytical and communication skills. You will be comfortable making autonomous decisions, managing competing priorities and influencing stakeholders at all levels.

Person specification

Qualifications

Essential

  • Master's degree in Facilities Management, Business Administration, Commercial Management, Procurement, Estates Management or other relevant discipline or equivalent level of specialist knowledge acquired through extensive senior management experience in a large complex organisation.
  • Evidence of substantial continuing professional development at an advanced level.
  • Professional qualification in Contract Management, Procurement, Commercial Management, Facilities Management or related discipline.
  • Chartered Membership of a relevant professional body (IWFM, CIPS, CIWM or equivalent)

Desirable

  • Postgraduate qualification in Business, Leadership, Procurement, Facilities Management or related discipline.
  • Environmental or Sustainability qualification.
  • Prince2, MSP or recognised project management qualification.
  • Senior leadership qualification or equivalent experience leading large-scale, complex services across multiple sites and professional disciplines.

Experience

  • Extensive senior management experience within a large complex organisation.
  • Significant experience of managing multiple large-scale contracts and complex service portfolios.
  • Experience of developing contract specifications, procurement exercises and tender evaluations.
  • Experience of strategic service planning and organisational change programmes.
  • Experience of leading service transformation and continuous improvement programmes.
  • Experience of managing substantial pay and non-pay budgets.
  • Experience of delivering cost improvement and value-for-money initiatives.
  • Experience of managing and developing managers and multidisciplinary teams.
  • Experience of performance management, quality assurance and governance systems.
  • Experience of policy development, implementation and review.
  • Experience of conducting complex investigations and producing formal reports.
  • Experience of leading complex stakeholder engagement and negotiation.
  • Specialist knowledge of contract management principles, procurement regulations and commercial governance.
  • Specialist knowledge of environmental legislation, waste management legislation, Health and Safety legislation and associated regulatory requirements.
  • Knowledge of financial planning, budget management and business case development.
  • Knowledge of performance management methodologies and benchmarking processes.
