Job Summary
We are seeking an exceptional pharmacy leader to take on a unique, high-profile role shaping homecare medicines services across the West Midlands. This is a rare opportunity to influence practice at both regional and national level, chairing the Regional Homecare Leads Network, representing the region on the National Homecare Medicines Committee (NHMC), and working directly with NHS England's Medicines Value Programme and the Collaborative Procurement Hub.
You will be the trusted expert advisor to Trust Chief Pharmacists across the region, leading on complex procurement, contract negotiation and service governance, while ensuring patients receive safe, high quality, cost-effective homecare medicines services. With genuine autonomy and a broad remit spanning strategy, policy development, and stakeholder influence, this role offers the chance to make a tangible national impact on how homecare services are delivered.

Main Duties, Tasks & Skills Required
As Regional Pharmacy Homecare Services Lead, you will provide expert oversight of homecare medicines services across the West Midlands, ensuring they meet national standards (Hackett report, RPS Homecare Standards) and deliver safe, high quality, patient centred care.
Core deliverables include:
- Reviewing and re-tendering regional homecare contracts with the Collaborative Procurement Hub
- Negotiating high-value supplier relationships
- Auditing regional homecare KPIs using Pharmex, Define, ePACT and IMS, producing reports for Trust Chief Pharmacists, NHS England and the Regional Homecare Medicines Group
- Developing homecare medicines strategies and annual work plans
- Leading investigation of incidents and patient safety concerns
Day-to-day, you'll:
- Advise Trusts on complex commercial, contractual and clinical homecare queries
- Chair the Regional Homecare Leads Network
- Represent the region on the NHMC
- Support training for pharmacy procurement staff
- Build relationships with NHS England, industry bodies and Trust pharmacy teams
We're looking for a pharmacist (GPhC registered) with significant homecare and procurement experience, strong commercial acumen, advanced analytical skills, and the confidence to negotiate at senior regional and national level. Excellent communication, sound judgement under pressure, and a collaborative approach are essential.

Qualifications
Essential
- BSc, BPharm, MPharm or equivalent in pharmacy.
- Postgraduate Masters Diploma in management or equivalent experience
- Supply chain management training supplemented by additional specialist procurement courses or equivalent experience
- Qualified as an independent prescriber
- Leadership/management qualification or equivalent experience
- Member of The General Pharmaceutical Council
Desirable
- Member of the Royal College of Pharmacy
Experience
Essential
- Significant understanding of the NHS, wider homecare procurement and commercial strategies
- Significant homecare experience in a management role
- High level commercial relationships with the pharmaceutical industry
- Significant experience & understanding and application of strategic sourcing methodologies
- Experience in contract management, resolving queries and influencing people
- Experience of team working delegation and empowerment
- Experience of project managing complex pharmaceutical procurement activities from initial planning to contract award and monitoring
- Experience of supplier relationship management
- Experience of sourcing, mapping and managing the supply chain
- Track record of ability to deliver against targets
- Experience of delegated authority under Standing Financial Instructions (SFIs)
- Significant and advanced homecare services knowledge
- Knowledge of contract law and dispute resolution
- Ability to undertake statistical and data analysis skills
- Awareness of key pharmaceutical markets including homecare services market
- Understanding of trust clinical and financial governance systems
- Awareness of Government and DH procurement strategy
- Understanding and use of IMS, Define, Pharmex and ePACT data sources

- Highly developed analytical skills -- able to review complex processes and recommend appropriate changes to improve efficiency
- Willingness to implement new concepts
- Financial issues can be controversial particularly within the clinical community. It is therefore essential to have the ability reassure staff that quality and efficacy will not be compromised when discussing financial issues
- Ability to travel across the West Midlands region and Nationally
