OVERVIEW
The Programme and Project Partners (PPP) model was mobilised in 2019 with the purpose of transforming major project delivery at the Sellafield nuclear site to deliver a 20-year pipeline of major infrastructure projects to support the decommissioning of Sellafield and to create a clean and safe environment for future generations. In delivering its pipeline of large-scale infrastructure projects, PPP is creating opportunities for its people, supply chain, economy and communities. KBR’s rapidly growing nuclear team of teams is working at the forefront of the UK’s nuclear space on some of the most exciting new-build, defence and decommissioning programmes. Position Summary
PPP is seeking a Baseline & Change Lead to join the Project Controls team based in Warrington, with a requirement to work three days per week onsite and undertake monthly travel to Cumbria. Reporting to the Senior Project Controls Manager, the successful candidate will be responsible for maintaining project baselines and leading change management activities across scope, schedule, and cost. The role involves facilitating the Change Control process, coordinating monthly Change Committee meetings, managing trends and change activities & delivering high-quality reporting and management information.

Key Responsibilities
- Lead and facilitate the Change Control process, ensuring effective governance and compliance.
- Coordinate and chair monthly Change Committee meetings, supporting informed decision-making.
- Maintain project baselines and ensure all approved changes are accurately implemented.
- Review, challenge, and assess change proposals, evaluating impacts on scope, cost, schedule, risk, and commercial performance.
- Produce timely, accurate, and high-quality reporting and management information.
- Provide guidance and support to Senior Project Managers, Change Owners, and Commercial teams on change governance requirements.
- Drive consistency, compliance, and continuous improvement across change management processes.
- Proactively identify and escalate current and potential issues to the Senior Project Controls Manager.
- Ensure project control procedures & systems remain compliant with stakeholder & organisational requirements.
- Actively contribute to the continuous improvement of Project Controls capability, quality, and performance.

The Person
- Proven experience within Project Controls, Change Management, Commercial Management, or Programme Management environments.
- Strong understanding of Change Control, governance frameworks, baseline management, and project controls practices.
- Knowledge of Work Breakdown Structures (WBS), Cost Breakdown Structures (CBS), risk management, and commercial processes.
- Excellent communication, facilitation, and stakeholder management skills.
- Can influence, collaborate, build effective relationships across large complex organisations.
- Degree-qualified or equivalent, with relevant professional membership or accreditation preferred.
- Strong analytical skills with the ability to identify issues, recommend solutions, and drive improvements.
- A proactive & collaborative approach, with focus on governance, compliance & continuous improvement.
