Interim Programme Benefits Manager

A large public sector organisation in the heart of London is currently recruiting for an Interim Programme Benefits Manager to join the organisation on an initial 6-month contract.

This role will be offered at £600 - £650 per day umbrella with a hybrid working policy of 3 days attendance per week.

It offers a unique opportunity to help shape and embed benefits realisation across a major transformation portfolio, ensuring that strategic programmes deliver measurable outcomes, lasting value and tangible improvements for the organisation and its stakeholders.

The organisation is undergoing a significant period of transformation and is committed to strengthening its project and programme delivery capability. As part of this, benefits management has been identified as a critical discipline to ensure investments translate into meaningful financial, operational and service improvements.

Working as part of the Impact and Reporting team, the successful candidate will play a key role in developing and embedding a corporation-wide benefits management framework, driving cultural change and supporting a more outcomes-focused approach to programme delivery.

Reporting to senior transformation leaders and working closely with project managers, programme teams, the Enterprise PMO and senior stakeholders across the organisation, the Programme Benefits Manager will provide expert leadership and assurance on benefits identification, tracking, reporting and realisation.

This is a highly visible role offering the opportunity to influence strategic decision-making, improve investment outcomes and contribute directly to the success of a complex transformation portfolio.

The Ideal Candidate

You will be an experienced benefits management professional with a strong track record of delivering benefits realisation across large-scale transformation programmes within a complex organisational environment.

You will be comfortable working with senior stakeholders, influencing decision-makers and challenging constructively where required to ensure benefits are robustly defined, measured and achieved.

You will possess strong analytical, financial and stakeholder engagement skills, together with the ability to translate complex information into meaningful insights that support strategic decision-making.

Key Responsibilities and Accountabilities

  • Lead benefits management activity across the transformation portfolio, ensuring programmes deliver measurable value and strategic outcomes.
  • Oversee the Transformation Benefits Realisation Plan, ensuring both financial and non-financial benefits are clearly defined, monitored and reported.
  • Support the implementation and embedding of a corporation-wide Benefits Management Framework.
  • Champion best practice benefits management methodologies, tools and standards across the organisation.
  • Build strong relationships with programme teams, senior leaders and stakeholders to embed a culture of benefits realisation.
  • Develop organisation-wide reporting frameworks and performance measures suitable for a range of audiences, including senior leadership and elected members.
  • Identify risks to programme benefits and develop mitigation strategies to maximise value delivery.
  • Provide expert advice and assurance regarding the achievability and robustness of planned benefits.
  • Develop and maintain benefits management tools, templates and guidance to support programme delivery teams.
  • Coach and mentor project and programme professionals, improving organisational capability in benefits management and realisation.
  • Support the development of business cases, including the quantification of financial, societal, environmental and economic benefits.
  • Promote consistent approaches to benefits measurement, reporting and governance across the portfolio.

Skills and Experience

  • Significant experience of benefits identification, management and realisation across large transformation portfolios.
  • Proven track record of developing and implementing benefits management frameworks within complex organisations.
  • Extensive experience applying benefits management methodologies, tools and best practice standards.
  • Experience developing benefits-led business cases and investment proposals.
  • Strong financial and analytical skills with the ability to evaluate both qualitative and quantitative benefits.
  • Experience implementing reporting frameworks and delivering insights to senior stakeholders.
  • Excellent stakeholder management skills with the ability to influence across organisational boundaries.
  • Experience coaching and developing project and programme professionals in benefits management disciplines.
  • Strong understanding of project, programme and portfolio management best practice.
  • Knowledge of local government or wider public sector environments would be highly advantageous.
  • Relevant professional qualification such as APM, MSP, PRINCE2, PMP, CIPFA, CIMA, ACCA or equivalent experience.
