About the Role
We are seeking an experienced and commercially minded Bid and Commercial Manager to lead Norman Broadbent’s public-sector bidding activity whilst also supporting wider commercial and tendering initiatives across the company.
This role has the opportunity to make a significant impact at Norman Broadbent. We acquired Society in February 2026 with the aim of building a material business in the Public Sector, Education and Not for Profit sectors. Since then, we have successfully been appointed as a supplier across all three Lots of the Government Commercial Agency’s RM6394 Executive & Non-Executive Search 3 framework. This represents an important step in the continued development of our public-sector practice, providing government departments and eligible public-sector organisations with access to our expertise in identifying, assessing and appointing senior executives and board leaders.
This role will be critical in ensuring our success in leveraging this opportunity as well as strengthening our broader commercial capability.
As a newly-created position, this role offers the opportunity to take ownership of our end-to-end bid capability: identifying opportunities, coordinating and writing high-quality submissions, managing procurement and framework activity, and developing the systems, content and processes that support our continued growth, particularly in the public sector. Joining at an important point in our growth, you will play a central role in turning our expanded access to the public-sector market into successful bids and new client relationships.
We are ideally looking for someone with a strong track record in public-sector recruitment bids and tenders, ideally with experience of Crown Commercial Service/Government Commercial Agency frameworks and wider UK public-sector procurement.
Alongside bids and tenders, you will work closely with senior colleagues across the business on commercial matters, including reviewing contracts, Master Services Agreements, terms and conditions, and other client and supplier documentation.

Reporting to our Marketing Director, but also working closely with the Managing Director of our Public Sector Practice, this is a varied and influential role requiring outstanding written communication, sound commercial judgement, strong attention to detail and the ability to manage multiple priorities and deadlines.
We are happy for this role to be based near any of our UK based offices (London, Knutsford, Edinburgh or Aberdeen).
Key Responsibilities
- Leading the end-to-end management of public-sector bids, tenders, mini-competitions and framework opportunities.
- Proactively identifying and assessing opportunities across GCA and CCS frameworks, central and local government, the NHS, and the wider public sector.
- Writing, coordinating and quality-assuring compelling, evidence-based and fully compliant tender submissions.
- Working with colleagues and senior stakeholders to develop strong responses, drawing together relevant evidence, case studies, data and credentials.
- Building and maintaining a high-quality library of bid content, case studies, consultant CVs, organisational credentials, and supporting evidence.
- Monitoring procurement pipelines, portals and framework opportunities, helping to identify priorities and support strategic growth.
- Managing tender and supplier portals, ensuring registrations, submissions and organisational information remain accurate and up-to-date.
- Conducting post-tender reviews, capturing feedback, and using lessons learned to continuously improve our bidding approach.
- Ensuring submissions meet relevant procurement, governance and compliance requirements.
- Reviewing and advising colleagues on commercial documentation, including contracts, terms and conditions and proposed amendments.
About You
You will bring:
- Demonstrable experience of public-sector bid writing and bid management.
- Experience gained within recruitment, executive search or a closely related professional services environment.
- A strong understanding of UK public-sector procurement and competitive tendering.
- Proven ability to write persuasive, high-quality responses for tenders, frameworks and mini-competitions.
- Experience managing multiple bids and deadlines simultaneously.
- Excellent written communication skills and exceptional attention to detail.
- Strong commercial judgement and confidence working with senior stakeholders.
- Experience using procurement, tender and supplier portals.
- Experience reviewing contracts, terms and conditions and other commercial documentation.
- Experience of working with Government Commercial Agency (previously Crown Commercial Service) frameworks would be particularly valuable. Norman Broadbent is currently appointed to all three Lots of the GCA RM6394 Executive & Non-Executive Search 3 framework, covering Lot 1: Grade 6, SCS1 and SCS2 appointments, Lot 2: SCS3 and SCS4 appointments and Lot 3: Non-Executive and Public Appointments.
