Procurement Framework & Bid Manager

Glasgow (Hybrid) | Full Time

Our client is a growing technology and managed services provider working across the public and private sector. As demand for their services continues to grow, they are looking for a Procurement Framework & Bid Manager to take ownership of their public sector framework portfolio and bid activity across Scotland and England.

The Role

Reporting to the Sales Director, you'll own the full framework lifecycle end to end, from horizon scanning and accreditation through to call off opportunities, bid production, and post-award compliance. You'll keep a close eye on Public Contracts Scotland, the Find a Tender Service, Contracts Finder, and individual framework portals, building these into a credible, well-qualified pipeline rather than chasing volume for its own sake.

You'll lead end-to-end bid production, from kick-off and storyboarding through to writing, review, and submission, working closely with Sales, Service Delivery, Project Delivery, and technical teams to pull together evidence-led responses that score well against published criteria. You'll also maintain the framework calendar, keep lot and rate card information current, and act as the internal go-to on framework terms and call-off routes.

What They're Looking For

  • Proven experience managing public sector frameworks and bids is essential, along with a strong working knowledge of the Procurement Act 2023 and the Public Contracts (Scotland) Regulations 2015.
  • You'll need to be a confident, persuasive writer who can turn technical and commercial input into compelling, compliant submissions under deadline pressure.
  • Strong stakeholder management is key, as you'll be pulling input from sales, delivery, and technical colleagues across the business.
  • Commercial awareness, sharp attention to detail, and the ability to manage several concurrent bids without dropping quality matter more than any specific certification.
