In this role, you will work on the largest infrastructure opportunities across the UK. The role will have flexible working arrangements, although travel to various Balfour Beatty and/or client/partner offices will be required as necessary.

What you'll be doing

As a Bid Manager, you will be accountable for management of pre-tender preparation, technical and commercial workstreams and proposals development during the tender phase. Line management responsibility may be required. This role will predominantly be focused on the highways and water sectors. Whilst experience in these sectors is beneficial, it is not essential.

  • Manage the end-to-end bid process across pre-tender preparation, tender activity, proposals development, and final submission;
  • Support work winning activity by assisting with win strategy development, competitor analysis, and early pursuit planning;
  • Coordinate technical and commercial workstreams to develop robust solutions and support accurate pricing for tendered projects;
  • Work collaboratively with bid partners, bid directors, supply chain teams, and wider stakeholders to create compelling bid submissions;
  • Ensure opportunities are tracked and progressed through the required business lifecycle, including preparation for gate reviews;
  • Build and maintain strong relationships with key customers to support account development and future pursuit activity;
  • Plan and manage PQQ and ITT quality submissions using standard work-winning tools and agreed ways of working;
  • Oversee writers, reviewers, question owners, and subject matter experts to ensure submissions are well-resourced and high quality;
  • Manage proposal production, formatting, design input, and overall look and feel, working with internal or external creative teams where needed;
  • Review submission content to ensure it addresses scoring criteria, meets technical requirements, is fully compliant, and is proofread before issue.

Who we're looking for

The successful candidate will have the following skills and experience:

  • Experience working on long-term, strategic tenders, with a strong understanding of proposal writing techniques and bid best practice;
  • Ability to project manage complex tenders and technical workstreams, coordinating input from technical, commercial, and wider business stakeholders;
  • Excellent written communication skills, with strong attention to detail across spelling, punctuation, grammar, and overall submission quality;
  • Confident communicator with strong interpersonal and influencing skills, able to work effectively with subject matter experts, partners, and customers;
  • Highly organised and proactive, with the ability to manage time effectively, work independently, and see tasks through to completion;
  • Strong working knowledge of Microsoft 365, including SharePoint and Microsoft Teams, to support collaboration and submission management;
  • Desirable: knowledge of the construction industry, ideally gained within a Tier 1 Main Contractor environment;
  • Desirable: experience using Adobe InDesign, Illustrator, or Photoshop, line management experience, or the ability to use AI tools to improve efficiency while maintaining accuracy.
