📍 Location: Remote-first / hybrid, with occasional meetings in London

Robert Half is supporting a leading management consulting firm in finding an experienced Public Sector Bid Manager / Framework Specialist to lead a major application to the Crown Commercial Service (CCS) Consulting Framework.
This is a hands-on, senior contracting opportunity for someone who has successfully helped organisations gain admission to CCS or similar UK public sector frameworks as a supplier.
Important distinction: we’re not looking for someone whose experience is limited to responding to individual CCS tenders. We need someone who understands the framework onboarding and admission process itself and can take ownership from strategy through to submission.

The role
You’ll act as the end-to-end bid project lead, working with senior stakeholders and internal subject matter experts to:
- Develop the CCS framework strategy and bid plan
- Assess the most appropriate lots, categories and positioning
- Own the project plan, milestones, dependencies and risks
- Coordinate input across leadership, finance, legal, HR and other teams
- Lead the development and refinement of bid responses and supporting documentation
- Ensure responses are compelling, evidence-based and fully compliant
- Identify gaps, risks and requirements early and drive them to resolution
- Manage governance, approvals and submission readiness
- Provide clear progress reporting to senior stakeholders
- Create a handover pack and reusable framework/bid assets following submission

You’ll ideally have:
âś… A proven track record of successfully getting organisations onto CCS or similar public sector frameworks
âś… Strong UK public sector bid / tender experience, ideally within consulting, professional services, technology or complex services
âś… Experience leading bids as projects, rather than simply writing responses
âś… Excellent stakeholder management skills, including the confidence to work with and challenge senior leaders
âś… Strong written communication and the ability to turn complex information into clear, persuasive and evaluable responses
âś… A detailed understanding of public procurement, compliance and evaluation requirements
Most importantly, you’ll be someone who can take ownership, create structure and drive the process forward.
