We work with public, private and community stakeholders to unlock the potential of places and support local economic growth, providing technical advice, practical support and strategic guidance. Our mission is to put people and place first — designing strategies that improve quality of life and strengthen local identity.
We are recruiting this role on behalf of North Acton BID, a new, Board-led Business Improvement District in West London. The successful candidate will be employed by Locus and dedicated to North Acton BID.
Role Description
The BID Manager leads the day-to-day delivery of North Acton BID's business plan, turning the Board's priorities into well-managed projects, services and measurable results. You will be the on-the-ground face of the BID: visiting businesses, understanding what matters to occupiers and property owners, coordinating partners and suppliers, and giving the Board clear evidence of progress and impact.
North Acton is not a traditional town-centre BID. It brings property owners and occupiers together across established industrial and commercial activity, major institutions, creative and scientific businesses and significant new development — in a place that will change substantially over the BID's first five-year term.
The delivery programme is organised around four priorities: safety and security, cleanliness, culture, and traffic and transport.
Day to day you will:
- Build and maintain relationships with levy-paying occupiers, property owners and major stakeholders, maintaining a regular on-the-ground presence
- Translate the business plan into annual and quarterly delivery plans, with milestones, owners and measures of success
- Develop project briefs and business cases, coordinate procurement, and manage suppliers and service contracts against agreed KPIs
- Lead standards walks and coordinate action on waste, fly-tipping, graffiti, cleansing, maintenance and greening
- Convene relationships with business security teams, the Police and the local authority, and coordinate agreed security services
- Coordinate a growing programme of business events and area activations with cultural, creative and education partners
- Represent the business voice with Ealing Council, Old Oak and Park Royal Development Corporation, HS2 and transport bodies
- Prepare concise Board papers, performance reporting and recommendations, and maintain oversight of project expenditure

Qualifications
Essential:
- Successful delivery of projects, services or an operational programme in a multi-stakeholder environment
- Experience building relationships with businesses, senior stakeholders and public-sector partners
- Experience managing suppliers or contracts and monitoring performance against agreed outcomes
- Working knowledge of budgets, purchasing controls, risk management and performance reporting
- Understanding of the issues facing businesses and places undergoing economic or physical change
- Excellent communication, negotiation and relationship-management skills
- Highly organised, evidence-led and commercially aware, with the ability to turn information into clear recommendations
- Confident using digital tools for CRM, project management and reporting
- Self-starting and solutions-focused, while knowing when to seek advice or escalate

Desirable:
- Experience within a BID, place-management organisation, local authority, regeneration partnership or comparable body
- Knowledge of North Acton, Park Royal or the wider west London context
- Experience of safety or security partnerships, environmental improvement services, events or place activation
- Experience securing sponsorship, grant funding or in-kind partner support
- Experience preparing Board-level papers or presenting to a Board, steering group or senior client
- A network across business, place management, regeneration or west London
The offer
£50,000 full-time equivalent (pro rata for four days), with an attractive pension offer. Four or five days per week, pattern agreed with the successful candidate. Hybrid, with a regular and visible presence required in North Acton. Some flexibility needed for occasional early morning, evening or weekend activity. Reporting to the Chief Operating Officer at Locus, with client accountability to the North Acton BID Board.
