About the Role
We are a medical practice seeking an experienced Tender Bid Writer to support us with the preparation and submission of a high-quality bid for:
SOL30199 – Sol Enablement and Mental Health Drop-in Services 2026
The successful candidate will be responsible for developing a professional, evidence-based tender response demonstrating our ability to deliver safe, effective and person-centred mental health and enablement services in line with the tender specification.
Key Responsibilities
- Review and analyse the full tender documentation, specification and evaluation criteria.
- Develop and write high-quality responses to all relevant tender questions.
- Translate our clinical, operational and organisational capabilities into clear tender responses.
- Develop appropriate service delivery models for the 12-week Enablement Service and Mental Wellbeing Drop-In Service.
- Address prevention, early intervention, independence, wellbeing and reducing escalation to statutory and hospital services.
- Demonstrate understanding of the Care Act 2014, safeguarding and person-centred care.
- Develop responses covering clinical governance, safeguarding, risk management, quality assurance, workforce and training.
- Identify information gaps and work with our clinical and management team to obtain supporting evidence.
- Ensure all responses comply with tender requirements, word limits and evaluation criteria.
- Review and refine the final submission.

Essential Experience
- Proven experience writing NHS, local authority, healthcare or social care tenders.
- Experience with mental health, community healthcare, social care, wellbeing or enablement services.
- Strong understanding of public-sector procurement and tender evaluation.
- Knowledge of the Care Act 2014, safeguarding, clinical governance and quality assurance.
- Excellent written English and strong research and analytical skills.
- Ability to understand complex tender specifications and develop practical service proposals.
- Strong attention to detail and ability to work to strict deadlines.
- Previous experience with local authority mental health or social care tenders.
- Experience working with GP practices, healthcare providers or CQC-regulated organisations.
- Understanding of CQC requirements and regulatory expectations.
- Experience developing mobilisation plans, KPIs and quality improvement frameworks.
- Previous experience with Solihull Metropolitan Borough Council or similar local authorities.

The Successful Bid Writer Will Be Expected To:
- Review the complete tender documentation.
- Develop a bid response strategy.
- Prepare draft responses to all applicable tender questions.
- Work with our team to gather the required information and evidence.
- Incorporate relevant evidence, policies and procedures.
- Review and refine the complete submission.
- Ensure the final bid is compliant and ready for submission by the deadline.
