Bid Writer
We're looking for an experienced and proactive Bid Writer to join our Business Development Team. This is an exciting opportunity for a skilled writer with experience producing successful public-sector tender submissions who enjoys turning complex information into clear, compelling and persuasive content.
At Cartrefi, we're dedicated to supporting people with learning disabilities and their families across Wales, helping people live fulfilled and enriched lives in their communities.
As our Bid Writer, you'll play an important role in helping Cartrefi secure and retain social care contracts by producing high-quality, compelling and compliant tender submissions. Working collaboratively with colleagues across the organisation, you'll bring together operational knowledge, evidence and data to showcase Cartrefi's values, experience, quality and impact.
Role
Location: Hybrid, with an agreed base at one of Cartrefi's offices across Wales
Hours: 22.5 hours per week
Salary: £24,000 per annum (£40,000 FTE pro rata)
Contract: Permanent
What you'll do
As our Bid Writer, you'll work closely with the Head of Business Development and colleagues across Cartrefi to produce high-quality, compelling tender submissions that help us secure and retain social care contracts.
You will:
- Write clear, persuasive and compliant tender responses that showcase Cartrefi's values, quality and impact.
- Review tender requirements and coordinate contributions, information and evidence from teams across the organisation.
- Research commissioner priorities, local demand and relevant policy to develop strong, tailored submissions.
- Manage tender plans, deadlines, trackers and supporting documentation.
- Proofread and quality-check submissions for accuracy, consistency and compliance.
- Maintain our tender content library and use commissioner feedback to continuously improve future submissions and processes.

What you'll bring
You'll be an experienced and engaging writer with excellent attention to detail, strong research skills and the ability to turn complex information into clear, compelling content.
You'll bring:
- Proven experience writing successful public-sector tender submissions.
- Excellent writing, editing and proofreading skills.
- Strong research, analytical and organisational skills.
- Experience coordinating input from different teams and working to fixed deadlines.
- Knowledge of Welsh social care commissioning and procurement arrangements.
- Experience or knowledge of social care, charities or another commissioned public-service environment.
- A proactive and collaborative approach, with a commitment to Cartrefi's values and co-operative ethos.
Experience with procurement portals such as Sell2Wales, eTenderWales or Proactis, bid-writing/proposal-management training and the ability to communicate in Welsh would also be advantageous.

Other Requirements
- Full valid UK driving licence and access to a vehicle with business insurance.
- Ability to travel to external venues and Cartrefi offices as required.
