Due to the secure nature of the programme, you will need to hold UK Security Clearance or be eligible to go through this clearance. This is a hybrid position.

Your future duties and responsibilities

In this role, you will take ownership of developing clear, compliant and persuasive proposal content that demonstrates CGI’s understanding of our clients, our solutions and the outcomes we can deliver. Working across the bid lifecycle, you will interpret tender requirements, contribute to proposal strategy and turn complex technical and business information into accessible, evaluator-focused responses.

You will collaborate closely with Bid Managers, Sales Leads, Solution Architects, delivery teams and subject matter experts, with the freedom to challenge generic or overly technical content and find more effective ways to tell our story. From facilitating storyboards and shaping win themes to refining final submissions, you’ll be supported by an experienced bid community while helping strengthen CGI’s proposal capability, reusable content and ways of working.

  • Analyse & Plan: Review tender documentation, evaluation criteria and submission requirements, identifying compliance needs, content gaps, risks and assumptions.
  • Shape & Influence: Contribute to proposal strategies, win themes, client value propositions, discriminators and key messages.
  • Facilitate & Engage: Lead or support storyboarding sessions and work with subject matter experts to uncover the strongest solution details, evidence and client benefits.
  • Write & Persuade: Create compelling, client-focused responses that translate complex technology and delivery approaches into clear business outcomes.
  • Edit & Enhance: Refine technical and business content to improve readability, consistency, structure, compliance and evaluator impact.
  • Collaborate & Deliver: Work across multidisciplinary bid teams to manage content, feedback and deadlines through to submission.
  • Review & Assure: Support proposal reviews and final quality checks against evaluation criteria, page limits, formatting and response instructions.
  • Innovate & Improve: Use approved AI and bid-development tools appropriately to enhance efficiency and quality while applying robust human judgement and review.
  • Develop & Share: Strengthen reusable proposal content, templates and best practice through lessons learned and continuous improvement.

Required Qualifications To Be Successful In This Role

You’ll bring proven proposal, bid, technical or business writing experience within a tender environment, combined with the ability to make complex information clear, persuasive and relevant to the client.

You’ll be comfortable taking ownership of your work, collaborating with technical and commercial stakeholders and constructively challenging content to achieve stronger outcomes. Experience of Shipley-aligned proposal development and technology or IT services bids would be particularly valuable.

  • Proven experience in proposal writing, bid writing, technical writing or business writing within a tender or proposal environment.
  • Excellent written communication skills, with the ability to create concise, persuasive and evaluator-focused responses.
  • Strong ability to simplify complexity, translating technical solutions, delivery models and capabilities into accessible client-focused content.
  • Experience engaging SMEs, eliciting relevant information and developing it into compelling proposal narratives.
  • Strong storyboarding and facilitation skills, with the ability to establish clear structures, messages and supporting evidence.
  • Good knowledge of proposal development, including compliance, response planning, evaluation criteria and submission requirements.
  • Strong stakeholder and collaboration skills, with the confidence to work across technical, commercial, sales and delivery teams.
  • Proven organisational skills, including managing multiple content areas, contributors and deadlines in a fast-paced bid environment.
  • Strong attention to detail and the ability to identify gaps, inconsistencies and opportunities to strengthen proposal content.
  • Working knowledge of AI tools, including ChatGPT and Microsoft Copilot, alongside strong Microsoft Word, PowerPoint, SharePoint and Teams skills.
  • Ideally, Shipley experience or training, particularly within a Shipley-aligned proposal environment.
  • Desirable experience writing bids for technology, digital, IT services, consulting, outsourcing, systems integration or managed services.
  • Desirable knowledge of regulated or public-sector procurement and colour-team proposal reviews.
