About The Team You’ll Be Part Of

Audiences today have more choice than ever before in how they consume content. From traditional broadcast services to on-demand and digital platforms, people can watch, read, listen to and interact with content across a wide range of services and devices.

The role of Ofcom’s Broadcasting and Media Group is to ensure that the UK’s broadcast and media industries continue to serve the interests of audiences across the UK. A key part of our work is addressing the challenges of the future of content regulation across platforms.

The Delivery and Strategy Hub is responsible for delivering Ofcom’s broadcast licensing regime.

The team is responsible for issuing, managing and maintaining licences for TV and radio broadcast services within Ofcom’s remit, supporting the effective administration of the licensing framework and helping to ensure that broadcasters are able to operate within it.

The Purpose and Scope of the Role

You will play a key role in delivering Ofcom's broadcast licensing regime, primarily assessing applications for new licences and licence renewals across a range of television and radio services. You will evaluate applications against the relevant statutory and regulatory requirements, helping to ensure that only suitable applicants are granted licences.

As a key point of contact for applicants and licensees, you will provide clear information on broadcast licensing matters, building positive relationships with stakeholders and supporting them throughout the licensing process.

In addition, you will have opportunities to contribute to a range of strategic policy projects and programmes. This will involve analysing complex issues, developing evidence-based recommendations and working collaboratively with colleagues from across Ofcom to help shape the future of broadcast regulation.

In the Broadcasting and Media Group, we value ensuring our colleagues benefit from a broad range of experiences across the Group, so the successful candidate in this role should be prepared to be involved in work right across our remit.

Within the Delivery and Strategy Hub, projects and programmes you may contribute to include:

  • The Review of Broadcast Regulation project
  • Future Licensing Priorities for the radio sector
  • Community Radio Fund policy development and implementation
  • Public consultations on community radio content changes and small-scale DAB frequency and coverage changes.

This role is a Fixed Term contract ending on 30 September 2027.

Your Key Responsibilities

  • Assess applications for a range of television and radio licences, ensuring applicants meet the relevant statutory and regulatory requirements, with a strong focus on accuracy and attention to detail
  • Manage a varied caseload effectively, taking ownership of your work, prioritising competing demands and ensuring applications are progressed efficiently and within agreed timescales
  • Build and maintain positive relationships with applicants, licensees and internal stakeholders, providing clear and regular updates on licensing matters
  • Contribute to policy projects, consultations and wider programme work as required, demonstrating curiosity, initiative and a commitment to continuous learning and development
  • Work collaboratively with colleagues across the Delivery and Strategy Hub to deliver high-quality outcomes, share knowledge and implement lessons learned to improve processes and ways of working
  • Liaise with teams across Ofcom, including Legal and other specialist functions, to resolve complex issues and support robust decision-making
  • Act as a positive role model, embracing Ofcom's values and fostering an inclusive working environment where diversity is valued and colleagues are treated with fairness and respect
  • Support the continual improvement of licensing processes and guidance, identifying opportunities to enhance efficiency, consistency and the stakeholder experience.

The Skills, Knowledge and Experience You’ll Need for Success

  • Experience processing applications, records, or compliance-related work accurately and to deadline
  • Ability to exercise sound judgement when assessing complex or sensitive issues, identifying potential risks and escalating matters appropriately where required
  • A broad understanding of Ofcom’s regulatory responsibilities and the broadcasting sector
  • Generating insights: Strong analytical skills, with the ability to review and evaluate information, apply established criteria and frameworks, and make evidence-based recommendations with a high degree of accuracy
  • Evaluating Problems: Strong problem-solving skills, with the confidence to identify issues, evaluate options and propose practical solutions

Experience of Workday, SharePoint and Salesforce are desirable.
