Berkshire and Surrey Pathology Services (BSPS)
Berkshire and Surrey Pathology Services (BSPS) is one of the largest NHS pathology networks in the country, providing pathology services across six acute hospital sites in partnership with five NHS Trusts — Ashford and St Peter’s Hospitals NHS Foundation Trust, Frimley Health NHS Foundation Trust, Royal Berkshire NHS Foundation Trust, Royal Surrey NHS Foundation Trust and Surrey and Sussex Healthcare NHS Trust.
The network undertakes a high volume of pathology testing annually.
We have an established portfolio of private-sector clients and commercial partnerships, providing a strong platform for further income generation, service development and commercial growth.
About the Role
We are seeking an experienced and commercially astute Business Development & Commercial Manager to lead our commercial and business development portfolio.
Working across the network, you will develop and manage commercial relationships, contracts and partnerships, including private-sector opportunities, Service Level Agreements and enhanced services that maximise income and support our financial sustainability.
This is an outward-facing role within our Business Office, working with senior leaders, Finance, clinical and operational colleagues, partner Trusts, commercial partners, commissioners and other external stakeholders. Reporting to the BSPS Finance Controller, the role offers an exciting opportunity to shape our commercial future at a pivotal time for NHS pathology.

Responsibilities
- Lead private-sector opportunities and commercial relationships across the network, working closely with partner Trusts, clinical and operational teams, Finance and external stakeholders.
- Act as lead manager for designated commercial partnerships, ensuring contractual and operational requirements are met, and relationships are developed and strengthened.
- Lead the contracting process for BSPS, including Service Level Agreements, provider-to-provider contracts and specialist commissioning contracts.
- Monitor SLA performance, work with stakeholders to address variance and ensure commercial arrangements are effectively managed.
- Lead business development and planning activity, using market intelligence, benchmarking and good-quality data to identify and evaluate service development opportunities.
- Develop business cases, support business planning and coordinate capacity and workforce planning.
- Manage the finances of commercial partnerships and ensure opportunities maximise income to BSPS.
- Identify and mitigate financial, operational and contractual risks and ensure commercial activity complies with relevant NHS financial, procurement, contracting and governance requirements.
