Contract Type: Permanent

Working Hours: 37 hours per week
Location: Civic Offices including Rowan House and Leisure World Colchester

Are you an experienced technical, engineering, facilities management or building maintenance professional looking for your next exciting career opportunity?

Colchester City Council’s Estates Service is seeking an ambitious and forward-thinking Building and Technical Manager to lead our in-house Technical Services Team and play a key role in maintaining and improving a diverse property portfolio that supports vital public services across the city.

About the Role

Reporting to the Facilities Management Lead, you will manage a multi-disciplinary team delivering reactive maintenance, planned preventative maintenance, and minor works across the Council's operational estate. You'll oversee a wide range of building services including mechanical, electrical, building fabric, and leisure centre pool plant operations.

Key responsibilities include:

  • Leading a skilled in-house team of technical and maintenance professionals
  • Delivering safe, compliant, and cost-effective maintenance services across a varied estate
  • Developing and managing planned preventative maintenance programmes
  • Providing technical leadership on building services, statutory compliance, and building safety
  • Managing contractor relationships and achieving value for money
  • Delivering maintenance projects and minor capital works in line with Construction (Design & Management) regulations (CDM) and procurement requirements
  • Driving service improvement, innovation, and data-led decision making.

This role requires an enhanced child workforce Disclosure and Barring Service (DBS) including a children’s barred list check. A full UK driving licence is required for this role.

About You

We're looking for a confident and capable leader with:

  • An HNC, NVQ Level 4 or equivalent qualification in Building Services, Engineering, Construction, or a related discipline
  • An IOSH, NEBOSH, or equivalent Health & Safety qualification
  • A working knowledge of building maintenance, technical services, compliance, and facilities management
  • Experience leading teams in a technical or operational environment
  • Proven ability to manage maintenance programmes, contractors, budgets, and projects
  • Excellent stakeholder management and communication skills.
