About The Role
We are looking for an experienced CDM practitioner to take day-to-day ownership of a portfolio of commissions across the North West — advising clients on their duties under CDM 2015 and supporting or acting on behalf of the Principal Designer through the pre-construction phase.
You will work across a varied project mix, from fit-out and refurbishment to new build, and across sectors including commercial, education, healthcare, residential, industrial and retail. Projects will typically be yours to lead, with the backing of a senior team and technical peer review. Expect to spend your time between the Liverpool office, client offices, design team meetings and project sites.
This is a role for someone who wants to influence outcomes rather than record them: challenging design decisions, asking the awkward questions early, and giving clients advice they can actually act on.
Key Responsibilities
Client duty advisory
- Advise commercial, public sector and residential clients on their duties under CDM 2015, making sure they understand what is required of them and are supported to discharge it.
- Assess the suitability of proposed dutyholder appointments, and advise clients on the skills, knowledge, experience and organisational capability of designers and contractors.
- Help clients put proportionate management arrangements in place at project inception, and review through the life of the project that those arrangements remain suitable and are being maintained.
- Prepare and submit F10 notifications for notifiable projects, and keep notifications current where project particulars change.
Principle Designer support
- Support, or act on behalf of, the appointed Principal Designer in planning, managing and monitoring the pre-construction phase.
- Coordinate health and safety matters across the design team, ensuring designers cooperate with one another and share the information needed to do their jobs safely.
- Facilitate and chair design risk management workshops; interrogate design proposals and evidence how significant foreseeable risks have been eliminated, reduced or controlled through design.
- Compile, issue and maintain the Pre-Construction Information, keeping it live and proportionate as the design develops rather than issuing it once and filing it.
- Liaise with the Principal Contractor, providing the information they need for the construction phase and supporting an orderly pre-construction to construction phase handover.
- Identify where dutyholders are not meeting their obligations, and escalate clearly and constructively.

Documentation and technical output
- Review Construction Phase Plans for suitability and adequacy before work starts on site, and re-review at key stages.
- Compile, review and hand over the Health and Safety File, ensuring it is genuinely useful to those who will later maintain, alter or demolish the building.
- Produce clear, concise, well-evidenced reports, audit findings, advice notes and gap analyses for client and design team audiences.
- Maintain accurate, auditable project records across your commissions.
Site monitoring and inspection
- Carry out site visits and inspections on commissions where monitoring forms part of our scope, reporting objectively on standards observed.
- Identify non-conformances and hazards, agree practical corrective actions with the responsible party, and track them through to close-out.
- Feed site intelligence back into design risk discussions and into how we advise clients on future projects.
Clients, commercial, and team
- Act as the day-to-day point of contact on your commissions, building the kind of relationships that lead to repeat instruction.
- Deliver CDM training, CPD sessions and briefings to clients, design teams and contractors.
- Manage your own workload, programme and recorded time across concurrent commissions, flagging resourcing or fee pressures early.
- Contribute to fee proposals and scoping conversations, and identify follow-on opportunities within existing client accounts.
- Support and mentor graduate and junior consultants, and contribute to the technical standards and templates the wider team works to.
What you will bring
Essential
- Around three to six years' experience in a CDM advisory, Principal Designer support or CDM adviser role, gained in consultancy, with a contractor, or in-house with a client organisation.
- Sound working knowledge of CDM 2015 and of the wider UK construction health and safety framework, including the Health and Safety at Work etc. Act 1974, the Management of Health and Safety at Work Regulations 1999, the Work at Height Regulations 2005 and associated approved codes of practice and guidance.
- Practical understanding of design and construction processes, and the confidence to read, interpret and challenge drawings, specifications and design risk information.
- NEBOSH General Certificate or NEBOSH Construction Certificate — or an equivalent health and safety qualification.
- Excellent written English, with the ability to produce client-ready technical documents with minimal rework.
- Proven ability to run a portfolio of concurrent commissions to programme without close supervision.
- Full UK driving licence, and willingness to travel to project sites and client offices.
- Existing right to work in the UK.
Desirable
- Membership of a relevant professional body, such as the Association for Project Safety (APS) or IOSH, at any grade or working towards it.
- Ability to chair meetings and risk workshops credibly in front of senior client and design team stakeholders, and to hold a position under pressure.
- A qualification in construction management, architecture, engineering, building surveying or occupational health and safety — or equivalent knowledge gained through experience.
- Experience of CDM in live, occupied or phased environments — operational buildings, education estates, healthcare or retail trading environments.
- Working knowledge of temporary works coordination, asbestos management in refurbishment and demolition, or complex logistics and interface risk on constrained urban sites.
- Track record of delivering training or CPD to external audiences.
- Valid CSCS card.

Working Arrangements
Base
- Our Liverpool office at 17 Mann Island, Liverpool Waterfront, L3 1DG.
Flexibility
- Hybrid working between office and home, and flexibility over daily hours, agreed with your line manager and shaped around client, design team and site commitments. We care that the work is done well and that clients are looked after, not that you are visible at a desk.
